All unpaved areas shall be planted with an effective combination of trees,grass berms, groundcover, lawn, shrubbery, <strong>and</strong>/or approved dry decorativel<strong>and</strong>scape material.SECTION 9.18.120.020: Water Efficiency RequirementsA. Applicability. Beginning January 1, 2010, the following L<strong>and</strong>scape WaterEfficiency Provisions shall apply to all planting, irrigation, <strong>and</strong> l<strong>and</strong>scape-relatedimprovements for projects included within the following categories:1. New l<strong>and</strong>scape installations or l<strong>and</strong>scape rehabilitation projects by publicagencies or private non-residential developers, except for cemeteries, with al<strong>and</strong>scaped area, including pools or other water features, but excludinghardscape, equal to or greater than 2,500 square feet, <strong>and</strong> which areotherwise subject to a discretionary approval of a l<strong>and</strong>scape plan, or whichotherwise require a ministerial permit for a l<strong>and</strong>scape or water feature.2. New l<strong>and</strong>scape installations or l<strong>and</strong>scape rehabilitation projects by developersor property managers of single-family <strong>and</strong> multi-family residential projects orcomplexes with a l<strong>and</strong>scaped area, including pools or other water features,but excluding hardscape, equal to or greater than 2,500 square feet, <strong>and</strong>which are otherwise subject to discretionary approval of a l<strong>and</strong>scape plan, orwhich otherwise require a ministerial permit for a l<strong>and</strong>scape or water feature;3. New l<strong>and</strong>scape installation projects by individual homeowners on single-familyor multi-family residential lots with a total project l<strong>and</strong>scaped area, includingpools or other water features, but excluding hardscape, equal to or greaterthan 5,000 square feet, <strong>and</strong> which are otherwise subject to a discretionaryapproval of a l<strong>and</strong>scape plan, or which otherwise require a ministerial permitfor a l<strong>and</strong>scape or water feature.B. Exceptions. The Water Efficient L<strong>and</strong>scape <strong>regulations</strong> do not apply to thefollowing:1. Registered local, state, or federal historical sites; or2. Ecological restoration projects that do not require a permanent irrigationsystem; or3. Mined-l<strong>and</strong> reclamation projects that do not require a permanent irrigationsystem; or4. Plant collections, as part of botanical gardens <strong>and</strong> arboretums open to thepublic.C. Irrigation Design Criteria. Water-efficient irrigation design criteria, as set forthin this subsection shall apply to: all l<strong>and</strong>scaped areas, whether installed prior toor after January 1, 2010; <strong>and</strong> all l<strong>and</strong>scaped areas installed after January 1, 2010to which this Section 9.18.120.020 is applicable.1. Runoff <strong>and</strong> Overspray. Soil types <strong>and</strong> infiltration rate shall be consideredwhen designing irrigation systems. All irrigation systems shall be designed toSection 9.18.120: L<strong>and</strong>scaping 109
