<strong>Garden</strong> <strong>Grove</strong> Mixed Use ZonesZoning Ordinance AmendmentB. Civic Center (CC) Zones. Four Civic Center zones provide for a mix of civic,institutional, educational, commercial, high-density residential, <strong>and</strong> open space <strong>use</strong>swithin a pedestrian-oriented district. Developments are linked via local streets <strong>and</strong>pedestrian ways to create easy access to complementary <strong>use</strong>s, <strong>and</strong> to provide a centerin the community where people can engage in civic, business, educational, <strong>and</strong>recreational activities near their homes. Parking facilities can be built to respond to thepedestrian orientation of the district <strong>and</strong> the ability of <strong>use</strong>s to share parking based ontheir functions <strong>and</strong> dem<strong>and</strong>s. The Civic Center is recognized as the historic city core <strong>and</strong>a public gathering place. Design, <strong>development</strong>, <strong>and</strong> <strong>use</strong> st<strong>and</strong>ards are intended toreinforce the area’s continued function as an area of prominence. Developmentst<strong>and</strong>ards bring building frontages <strong>and</strong> shopfronts towards the sidewalk, forming aconsistent streetwall that enhances the pedestrian environment <strong>and</strong> supports a viableretail experience. These zones implement the General Plan Civic Center Mixed Use l<strong>and</strong><strong>use</strong> designation.1. Civic Center – East (CC-1). This zone allows for institutional <strong>and</strong> educational <strong>use</strong>s,together with a mix of residential <strong>and</strong> commercial <strong>use</strong>s. The intent is to allow <strong>use</strong>s<strong>and</strong> <strong>development</strong> approaches that maintain the character <strong>and</strong> form of the establishedneighborhoods within the Civic Center district. Existing residential structures maycontinue to be <strong>use</strong>d for residential purposes or may be adapted for commercial <strong>use</strong>,provided that applicable <strong>development</strong> st<strong>and</strong>ards can be met.2. Civic Center – Main Street (CC-2). This zone applies to the historic Main StreetDistrict, a <strong>Garden</strong> <strong>Grove</strong> l<strong>and</strong>mark. Main Street is recognized as a place of specialcharacter <strong>and</strong> aesthetic interest <strong>and</strong> value. This zone is established to preserve <strong>and</strong>enhance buildings <strong>and</strong> structures of historic <strong>and</strong> cultural significance, <strong>and</strong> incidental<strong>use</strong>s that advance <strong>and</strong> preserve the Main Street character <strong>and</strong> charm.3. Civic Center – Core (CC-3). This zone is established to encourage civic,educational, commercial, high-density residential, <strong>and</strong> compatible <strong>use</strong>s that enliventhe City’s core <strong>and</strong> work together to create a walkable, lively district that encouragesinteraction <strong>and</strong> engagement in community activities. Shared parking facilities,pedestrian orientation of buildings, high-quality architecture, <strong>and</strong> pedestrian-scalel<strong>and</strong>scaping, pathways, <strong>and</strong> signage reinforce the goal to create places wherepeople, not cars, predominate.4. Civic Center – Open Space (CC-OS). This zone applies to public propertiesdedicated to active <strong>and</strong> passive recreation <strong>use</strong>s, civic engagement, arts <strong>and</strong> culture,<strong>and</strong> institutional activities that benefit a broad population.C. Neighborhood Mixed Use (NMU). The Neighborhood Mixed Use zone is intended toenhance, revitalize, <strong>and</strong> provide opportunities for new <strong>development</strong> in neighborhoodcommercial centers. This zone allows for retail <strong>and</strong> service commercial businesses <strong>and</strong>moderate-density residential <strong>use</strong>s. Residential <strong>and</strong> commercial <strong>use</strong>s may be providedtogether as an integrated <strong>mixed</strong> <strong>use</strong> <strong>development</strong>, or st<strong>and</strong>-alone commercial <strong>use</strong>s arepermitted. However, all new residential <strong>development</strong> in the NMU zone is required toinclude a commercial component. Commercial <strong>use</strong>s <strong>and</strong> intensities are limited to thosethat serve local neighborhood needs, <strong>and</strong> that are compatible with adjacent <strong>and</strong>surrounding residential <strong>development</strong>. Compatible public <strong>and</strong> institutional facilities areallowed as well. This zone implements the General Plan Residential/Commercial MixedUse 2 l<strong>and</strong> <strong>use</strong> designation.Section 9.18.010: Mixed Use Zones - Purpose 4
