<strong>Garden</strong> <strong>Grove</strong> Mixed Use ZonesZoning Ordinance Amendmentavoid runoff, low-head drainage, overspray or other similar conditions whereirrigation water flows onto non-targeted areas, such as adjacent property,non-irrigated areas, hardscapes (walks, etc.), roadways or structures.2. Runoff on Slopes. Special attention shall be given to avoid runoff on slopes<strong>and</strong> to avoid overspray on narrow <strong>and</strong> irregularly shaped areas, including turf,less than eight feet in width in any direction. Such narrow <strong>and</strong> irregularlyshaped areas shall be irrigated with subsurface irrigation or a low volumeoverhead irrigation system.3. Irrigation Efficiency.a. For applicable l<strong>and</strong>scape installations or rehabilitation projects subject toSection 9.16.120.020.A (Applicability), the Estimated Applied Water Useallowed for the l<strong>and</strong>scaped areas shall not exceed the MAWA calculatedusing an ET adjustment factor of 0.7, except for special l<strong>and</strong>scaped areaswhere the MAWA is calculated using an ET adjustment factor of 1.0; orthe design of the l<strong>and</strong>scaped areas shall otherwise be shown to beequivalently water-efficient in a manner acceptable to the city; asprovided in the Guidelines.b. Irrigation of all l<strong>and</strong>scaped areas shall be conducted in a mannerconforming to the rules <strong>and</strong> requirements, <strong>and</strong> shall be subject topenalties <strong>and</strong> incentives for water conservation <strong>and</strong> water wasteprevention as determined <strong>and</strong> implemented by the Water Department, oras mutually agreed by the Water Department <strong>and</strong> the local agency.c. The project applicant shall underst<strong>and</strong> <strong>and</strong> implement the requirements inthe City of <strong>Garden</strong> <strong>Grove</strong>, Water Conservation Ordinance.4. Equipment. The Guidelines provide design criteria for irrigation equipment inSection 2.5 "Irrigation Design Plan."D. Documentation Required. The following shall be required for all l<strong>and</strong>scapeprojects subject to these L<strong>and</strong>scape Water Efficiency Provisions:1. Prior to installation, a L<strong>and</strong>scape Documentation Package shall be submittedto the City for review <strong>and</strong> approval of all l<strong>and</strong>scape projects subject to theprovisions of this Section <strong>and</strong> the L<strong>and</strong>scape Water Efficiency Provisions. AnyL<strong>and</strong>scape Documentation Package submitted to the City shall comply withthe provisions of the Guidelines.2. The L<strong>and</strong>scape Documentation Package shall include a certification by aprofessional, appropriately licensed in the State of California, stating that thel<strong>and</strong>scape design <strong>and</strong> water <strong>use</strong> calculations have been prepared by, orunder, the supervision of the licensed professional <strong>and</strong> are certified to be incompliance with the provisions of this Section <strong>and</strong> the Guidelines.a. L<strong>and</strong>scape <strong>and</strong> Irrigation plans shall be submitted to the City for review<strong>and</strong> approval with appropriate water <strong>use</strong> calculations. Water <strong>use</strong>calculations shall be consistent with calculations contained in theGuidelines <strong>and</strong> shall be provided to the Water Department, asappropriate, under procedures determined by the City.Section 9.18.120: L<strong>and</strong>scaping 110
