<strong>Garden</strong> <strong>Grove</strong> Mixed Use ZonesZoning Ordinance AmendmentSECTION 9.18.090.050: Additional Regulations Specific to the CC-2 Zone.A. Purpose <strong>and</strong> Applicability. In addition to the other applicable requirements ofthis Chapter, the provisions of this subsection apply to proposed <strong>development</strong> inthe CC-2 zone. These st<strong>and</strong>ards are established to maintain the low-scalecharacter <strong>and</strong> architectural style of <strong>development</strong> of the early-20 th century districtlocated along Main Street.B. Limit on Residential Units. Residential units shall be permitted only aboveground floor commercial space <strong>and</strong> shall be further limited as follows:1. The maximum allowable number of residential units within the entire CC-2zone, located on the east <strong>and</strong> west sides of Main Street between <strong>Garden</strong><strong>Grove</strong> Boulevard <strong>and</strong> Acacia Parkway, shall not exceed 102 units. As eachproperty is developed with residential units, the number of units that havebeen approved shall reduce the maximum number of allowable units in theCC-2 zone as a whole. In the event that a commercial <strong>development</strong> isexp<strong>and</strong>ed that would reduce the number of available surplus parking spaces,the maximum allowable number of units will be reduced according to thenumber of parking spaces encumbered by the commercial <strong>development</strong>,unless parking has been provided for on site or within a parking structure.2. Each unit shall be limited to a maximum of two sleeping rooms.3. The design of the individual units shall preserve the historic feel of the MainStreet District <strong>and</strong> shall comply with the st<strong>and</strong>ards set forth in this Title.C. Parking. Parking shall be unassigned throughout the Main Street Parking Districtunless provided for on site, <strong>and</strong> any assigned parking shall not be counted towardmeeting minimum parking requirements.D. General Design Regulations <strong>and</strong> Site Development St<strong>and</strong>ards. Thefollowing site <strong>development</strong> st<strong>and</strong>ards for the CC-2 zone are established toprovide for the orderly <strong>development</strong>, restoration, <strong>and</strong> revitalization of propertieswithin the CC-2 zone; to provide for the proper relationship of various <strong>use</strong>s,buildings, structures <strong>and</strong> open spaces; to allow for the maximum flexibility indesign <strong>and</strong> <strong>development</strong> within the parameters of the historical theme of MainStreet; <strong>and</strong> to encourage the utilization of recognized economic, cultural, <strong>and</strong>social values of good environmental planning.1. Architectural <strong>and</strong> Design Criteria. In order to ensure that the<strong>development</strong>, restoration, <strong>and</strong> revitalization of properties <strong>and</strong> buildings arecompleted in accordance with the general historical theme of the CC-2 zone,the Community Development Department shall adopt, by resolution,architectural <strong>and</strong> design criteria, which shall be filed in the office of the CityClerk. All <strong>development</strong> projects shall conform to such architectural <strong>and</strong> designcriteria as though listed verbatim in this Title.2. Site Plan Required. Prior to the issuance of a building permit for anybuilding or structure, a site plan shall be adopted if either of the followingconditions apply:Section 9.18.090: Development St<strong>and</strong>ards Specific to Individual Mixed Use Zones 82
