Garden Grove Mixed Use ZonesZoning Ordinance AmendmentSECTION 9.18.010.020: Mixed Use Zones Establishment and Intent. The followingMixed Use zones and their purposes are established:A. Garden Grove Boulevard Mixed Use (GGMU). The purpose of the GGMU zones is tocreate and maintain a vibrant boulevard that is both a regional destination and a placewhere people can work and live. The boulevard links destinations and has a distinctivecharacter and pattern along its length. Standards requiring enhanced building design;trees; landscaping; amenity areas for pedestrian activity, including plazas, walkways,and allowed outdoor dining; and creative use of open spaces contribute to an excitingpedestrian experience. Pedestrian orientation is emphasized in site and building designthrough active street frontages, well-scaled and designed buildings, and engagingoutdoor spaces. Three GGMU zones provide opportunities for varying levels of intensityand new development along the boulevard, while ensuring sensitivity to existing nearbyresidential neighborhoods. Figure 9.18-1 (Garden Grove Boulevard Mixed Use ZonesRendering) illustrates how application of the flexible development and design standardsfor the GGMU zones will work to create a grand streetscape along Garden GroveBoulevard and encourage the interaction of uses and enhanced pedestrian activity.1. Garden Grove Boulevard Mixed Use 1 (GGMU-1). The Garden Grove BoulevardMixed Use 1 zone applies to specific properties along Garden Grove Boulevard, andprovides for urban-scale, fully integrated commercial and residential mixed usedevelopments near key intersection locations, consistent with the General PlanResidential/Commercial Mixed Use 1 land use designation. Development intensitiesallow buildings up to 10 stories in height. Use regulations and developmentstandards encourage vibrant, urban-scale districts that attract visitors. Developmentapproaches provide for ample landscaping and enhanced pedestrian environmentsalong Garden Grove Boulevard that tie into the adjacent lower-intensitydevelopment, with buildings generally built close to front property lines. Site andbuilding design highlight Garden Grove Boulevard as one of the city’s distinctivecorridors.2. Garden Grove Boulevard Mixed Use 2 (GGMU-2). The Garden Grove BoulevardMixed Use 2 zone applies to specific properties along Garden Grove Boulevard, andprovides for commercial and residential uses to be developed as integrateddevelopments either on a single development site or as complementary uses within adistrict, such as commercial uses that provide goods and services for adjacent orintegrated residential units. This zone implements the General PlanResidential/Commercial Mixed Use 2 and 3 land use designations. Developmentintensities are lower in scale (no more than three to four stories) and respectadjacencies to lower-density residential neighborhoods. Development approachesprovide for ample landscaping and an enhanced pedestrian environment alongGarden Grove Boulevard, with buildings oriented toward the boulevard. Site andbuilding design highlight Garden Grove Boulevard as one of the city’s distinctivecorridors.3. Garden Grove Boulevard Mixed Use 3 (GGMU-3). The Garden Grove BoulevardMixed Use 3 zone applies to specific properties along Garden Grove Boulevard, andprovides for commercial and residential uses to be developed as integrateddevelopments either on a single development site or as complementary uses within adistrict, such as commercial uses that provide goods and services for adjacent orintegrated residential units. This zone implements the General PlanResidential/Commercial Mixed Use 1 and 3 land use designations.
