Purpose. These <strong>development</strong> <strong>and</strong> design st<strong>and</strong>ards are established to achieveGeneral Plan goals of encouraging local <strong>and</strong> regional commerce in the Mixed Usezones, creating attractive districts, <strong>and</strong> enhancing city image. The city’s goal is toensure that <strong>development</strong>s interact with each other <strong>and</strong> provide a consistentpattern <strong>and</strong> urban form along boulevards <strong>and</strong> within <strong>mixed</strong> <strong>use</strong> districts, ratherthan exist as st<strong>and</strong>-alone, individual projects. Developments within the Mixed Usezones are intended to harmonize with adjacent residential <strong>use</strong>s by maintaining apedestrian scale <strong>and</strong> compatible architectural styles, <strong>and</strong> by providing inviting<strong>and</strong> attractive access, well-designed l<strong>and</strong>scaping, <strong>and</strong> pedestrian amenities thatencourage walking throughout the districts. While vehicular access is importantto support broad-based <strong>use</strong> of businesses within the Mixed Use zones, parkingareas <strong>and</strong> driveways shall be considered as an integral part of project design,with detailed attention to quality <strong>and</strong> accommodation of pedestrian movement.B. Application of Design St<strong>and</strong>ards. Subsections 9.18.100.030 (Site DesignSt<strong>and</strong>ards) <strong>and</strong> 9.18.100.040 (Enhanced Building Design St<strong>and</strong>ards) establishst<strong>and</strong>ards for the design of sites <strong>and</strong> buildings in all Mixed Use zones. If, throughthe discretionary review process, a finding is made that the project substantiallymeets the intent of the design st<strong>and</strong>ards of these subsections, an alternativedesign may be approved. However, approvals of alternatives shall not bepermitted for any of the general <strong>development</strong> st<strong>and</strong>ards set forth in subsection9.18.100.020 (Development St<strong>and</strong>ards Applicable to All Mixed Use Zones).SECTION 9.18.100.020: Development St<strong>and</strong>ards Applicable to All Mixed UseZones.A. Applicability. Subdivisions, new l<strong>and</strong> <strong>use</strong>s <strong>and</strong> structures, <strong>and</strong> alterations toexisting l<strong>and</strong> <strong>use</strong>s <strong>and</strong> structures shall be designed, constructed, <strong>and</strong> establishedin compliance with the requirements set forth in Section 9.18.090 (DevelopmentSt<strong>and</strong>ards Specific to Individual Mixed Use Zones) <strong>and</strong> Section 9.18.100(Development <strong>and</strong> Design St<strong>and</strong>ards Applicable to All Mixed Use Zones), inaddition to all applicable st<strong>and</strong>ards of Title 9.B. Lot Area. No lot area shall be reduced or diminished so that the setbacks orother open spaces shall be less than prescribed for the zone in which it is located.Section 9.18.100: Development <strong>and</strong> Design St<strong>and</strong>ards Applicable to All Mixed Use Zones 89
