<strong>Garden</strong> <strong>Grove</strong> Mixed Use ZonesZoning Ordinance AmendmentSECTION 9.18.010.020: Mixed Use Zones Establishment <strong>and</strong> Intent. The followingMixed Use zones <strong>and</strong> their purposes are established:A. <strong>Garden</strong> <strong>Grove</strong> Boulevard Mixed Use (GGMU). The purpose of the GGMU zones is tocreate <strong>and</strong> maintain a vibrant boulevard that is both a regional destination <strong>and</strong> a placewhere people can work <strong>and</strong> live. The boulevard links destinations <strong>and</strong> has a distinctivecharacter <strong>and</strong> pattern along its length. St<strong>and</strong>ards requiring enhanced building design;trees; l<strong>and</strong>scaping; amenity areas for pedestrian activity, including plazas, walkways,<strong>and</strong> allowed outdoor dining; <strong>and</strong> creative <strong>use</strong> of open spaces contribute to an excitingpedestrian experience. Pedestrian orientation is emphasized in site <strong>and</strong> building designthrough active street frontages, well-scaled <strong>and</strong> designed buildings, <strong>and</strong> engagingoutdoor spaces. Three GGMU zones provide opportunities for varying levels of intensity<strong>and</strong> new <strong>development</strong> along the boulevard, while ensuring sensitivity to existing nearbyresidential neighborhoods. Figure 9.18-1 (<strong>Garden</strong> <strong>Grove</strong> Boulevard Mixed Use ZonesRendering) illustrates how application of the flexible <strong>development</strong> <strong>and</strong> design st<strong>and</strong>ardsfor the GGMU zones will work to create a gr<strong>and</strong> streetscape along <strong>Garden</strong> <strong>Grove</strong>Boulevard <strong>and</strong> encourage the interaction of <strong>use</strong>s <strong>and</strong> enhanced pedestrian activity.1. <strong>Garden</strong> <strong>Grove</strong> Boulevard Mixed Use 1 (GGMU-1). The <strong>Garden</strong> <strong>Grove</strong> BoulevardMixed Use 1 zone applies to specific properties along <strong>Garden</strong> <strong>Grove</strong> Boulevard, <strong>and</strong>provides for urban-scale, fully integrated commercial <strong>and</strong> residential <strong>mixed</strong> <strong>use</strong><strong>development</strong>s near key intersection locations, consistent with the General PlanResidential/Commercial Mixed Use 1 l<strong>and</strong> <strong>use</strong> designation. Development intensitiesallow buildings up to 10 stories in height. Use <strong>regulations</strong> <strong>and</strong> <strong>development</strong>st<strong>and</strong>ards encourage vibrant, urban-scale districts that attract visitors. Developmentapproaches provide for ample l<strong>and</strong>scaping <strong>and</strong> enhanced pedestrian environmentsalong <strong>Garden</strong> <strong>Grove</strong> Boulevard that tie into the adjacent lower-intensity<strong>development</strong>, with buildings generally built close to front property lines. Site <strong>and</strong>building design highlight <strong>Garden</strong> <strong>Grove</strong> Boulevard as one of the city’s distinctivecorridors.2. <strong>Garden</strong> <strong>Grove</strong> Boulevard Mixed Use 2 (GGMU-2). The <strong>Garden</strong> <strong>Grove</strong> BoulevardMixed Use 2 zone applies to specific properties along <strong>Garden</strong> <strong>Grove</strong> Boulevard, <strong>and</strong>provides for commercial <strong>and</strong> residential <strong>use</strong>s to be developed as integrated<strong>development</strong>s either on a single <strong>development</strong> site or as complementary <strong>use</strong>s within adistrict, such as commercial <strong>use</strong>s that provide goods <strong>and</strong> services for adjacent orintegrated residential units. This zone implements the General PlanResidential/Commercial Mixed Use 2 <strong>and</strong> 3 l<strong>and</strong> <strong>use</strong> designations. Developmentintensities are lower in scale (no more than three to four stories) <strong>and</strong> respectadjacencies to lower-density residential neighborhoods. Development approachesprovide for ample l<strong>and</strong>scaping <strong>and</strong> an enhanced pedestrian environment along<strong>Garden</strong> <strong>Grove</strong> Boulevard, with buildings oriented toward the boulevard. Site <strong>and</strong>building design highlight <strong>Garden</strong> <strong>Grove</strong> Boulevard as one of the city’s distinctivecorridors.3. <strong>Garden</strong> <strong>Grove</strong> Boulevard Mixed Use 3 (GGMU-3). The <strong>Garden</strong> <strong>Grove</strong> BoulevardMixed Use 3 zone applies to specific properties along <strong>Garden</strong> <strong>Grove</strong> Boulevard, <strong>and</strong>provides for commercial <strong>and</strong> residential <strong>use</strong>s to be developed as integrated<strong>development</strong>s either on a single <strong>development</strong> site or as complementary <strong>use</strong>s within adistrict, such as commercial <strong>use</strong>s that provide goods <strong>and</strong> services for adjacent orintegrated residential units.
