Purpose. These <strong>regulations</strong> for <strong>mixed</strong> <strong>use</strong> zones in the City of <strong>Garden</strong> <strong>Grove</strong> areestablished to implement General Plan L<strong>and</strong> Use Element <strong>and</strong> Community DesignElement directives applicable to the Residential/Commercial Mixed Use 1,Residential/Commercial Mixed Use 2, Residential/Commercial Mixed Use 3, Civic CenterMixed Use, <strong>and</strong> Industrial/Residential 2 General Plan l<strong>and</strong> <strong>use</strong> designations. The MixedUse zones provide opportunities to blend residential, commercial, industrial, <strong>and</strong>/orcivic/institutional <strong>use</strong>s as integrated <strong>development</strong>s or single-<strong>use</strong> structures. However,some Mixed Use zones require a commercial component in any new <strong>development</strong> toensure that adequate commercial destinations <strong>and</strong> services are available for residents insurrounding neighborhoods. The <strong>use</strong> <strong>regulations</strong> <strong>and</strong> <strong>development</strong> <strong>and</strong> design st<strong>and</strong>ardsset forth in this Chapter establish minimum st<strong>and</strong>ards for the <strong>use</strong> <strong>and</strong> <strong>development</strong> ofl<strong>and</strong> within the Mixed Use zones.B. Intent. The intent of the Mixed Use zones is to:1. Bring energy <strong>and</strong> vitality to the city during both daytime <strong>and</strong> after-work hours.2. Facilitate a pedestrian-scaled environment with buildings that provide excitingaccess, well-designed l<strong>and</strong>scaping, <strong>and</strong> pedestrian amenities that foster interaction.3. Allow for the combining of complementary <strong>use</strong>s, thereby accommodating access toseveral goods <strong>and</strong> services in compact locations <strong>and</strong> reducing the need for additionalvehicle trips.4. Encourage local <strong>and</strong> regional commerce.5. Enhance the city’s image.6. Provide opportunities for commercial areas to work in harmony with adjacentresidential <strong>use</strong>s.7. Provide for flexibility in the design <strong>and</strong> <strong>use</strong> of properties to respond to shifts inmarkets <strong>and</strong> changing l<strong>and</strong> <strong>use</strong> trends.C. Chapter Organization. In addition to the <strong>use</strong> st<strong>and</strong>ards provided in Sections 9.18.020through 9.18.070, this Chapter includes <strong>development</strong> st<strong>and</strong>ards specific to each of theindividual Mixed Use zones (Section 9.18.090), as well as <strong>development</strong> st<strong>and</strong>ards <strong>and</strong>design guidelines that are applicable to all Mixed Use zones (Sections 9.18.100 through9.18.150). Additional unique st<strong>and</strong>ards for planned unit <strong>development</strong> projects <strong>and</strong>overlay zones are provided in Sections 9.18.160 through 9.18.180. Users of this Chapterare required to read all of the provisions to underst<strong>and</strong> how their property or propertiescan be developed.Section 9.18.010: Mixed Use Zones - Purpose 1
