<strong>Garden</strong> <strong>Grove</strong> Mixed Use ZonesZoning Ordinance Amendmentb. Restrooms, for <strong>use</strong> by patrons, shall be required. The entrance to all restroomsshall be screened from adjoining properties <strong>and</strong> public streets by a screen thatmatches the exterior building material.c. All lighting shall be directed away from any property zoned for residential <strong>use</strong><strong>and</strong> so located that lighting does not directly shine into any adjoining residentialproperty.d. Air <strong>and</strong> water dispensers shall be provided in an area convenient for customers.2. In the case of the reopening of or the conversion to another <strong>use</strong> of an existingservice station, all existing improvements shall be remodeled, replaced orrefurbished. If, in the opinion of the hearing body, the project or any of itscomponents, as listed below, is new or in like-new condition, then that certainimprovement may be waived. These improvements shall include, but are not limitedto the following:a. Refurbishment <strong>and</strong> remodeling of all exterior <strong>and</strong> interior wall surfaces.b. Remodeling of building exterior to eliminate service bay doors. All remainingservice bay doors shall take vehicular access from an interior side or rear ofbuilding. The condition does not pertain to the reopening of an existing servicestation, unless service bays are not to be <strong>use</strong>d.c. Refurbishment <strong>and</strong> remodeling of all canopies <strong>and</strong> service isl<strong>and</strong>s.d. Removal of all un<strong>use</strong>d service isl<strong>and</strong>s, pumps <strong>and</strong> their canopies.e. Resurfacing of all driveways <strong>and</strong> parking areas.f. Restriping of parking areas using hair-pin stalls.g. Refurbishment <strong>and</strong>/or replacement of all walls <strong>and</strong> fences on the property,including planters <strong>and</strong> l<strong>and</strong>scape retaining walls.h. Refurbishment <strong>and</strong>/or replacement of all business <strong>and</strong> directional signs to beconsistent with building theme.i. The entrance to all restrooms <strong>and</strong> comfort rooms shall be screened.j. In the case of the reopening of a service station or conversion of a servicestation to another <strong>use</strong> that includes the dispensing of motor fuel, restroomfacilities for <strong>use</strong> by patrons shall be required.B. Parking Requirement.1. Parking requirements for service stations shall comply with requirements for offstreetparking in Section 9.18.140 (Parking).2. Parking requirements for service stations established in conjunction with othercommercial businesses (i.e., mini-markets, separate auto-related businesses, etc.)or for conversion of service stations to other commercial <strong>use</strong>s, shall comply with thefollowing:a. Required parking shall consist of one space for every 200 square feet of grossfloor area of each building.b. When service bays remain a part of the <strong>use</strong> on the site, the service bays shall notbe considered as providing any of the required parking.C. L<strong>and</strong>scaping. All site areas not <strong>use</strong>d or required for building location, parking, access,circulation or service isl<strong>and</strong> areas shall be l<strong>and</strong>scaped according to the provisions ofSections 9.18.120 (L<strong>and</strong>scaping) <strong>and</strong> 9.18.140.070 (Parking Design St<strong>and</strong>ards) <strong>and</strong>further subject to the following:Section 9.18.030: Specific Uses – Special Operating Conditions <strong>and</strong> Development St<strong>and</strong>ards 42
