Purpose. These st<strong>and</strong>ards are established to ensure that all <strong>development</strong>s inthe Mixed Use zones are provided with convenient <strong>and</strong> appropriately sized areasfor the collection of recyclable materials so that residents <strong>and</strong> businesses in<strong>Garden</strong> <strong>Grove</strong> can contribute toward the achievement of city goals relating tosolid waste diversion, recycling, <strong>and</strong> greenho<strong>use</strong> gas reduction, pursuant to statelaw. The city recognizes that in lieu of providing separate areas for the collectionof recyclable materials, <strong>development</strong> projects can provide convenient <strong>and</strong>adequately sized areas where collection bins for both solid waste <strong>and</strong> recyclablescan be maintained.B. Area Required; Applicability. Any new <strong>development</strong> project, including a publicfacility, for which a building permit application has been filed, or any addition ormodification to an existing <strong>development</strong> whereby the addition or modificationexceeds 1,000 square feet or 10 percent of the existing floor area (whichever isless), shall include adequate, accessible, <strong>and</strong> convenient areas for the collection<strong>and</strong> loading of recyclable materials. These areas, to the maximum extentpossible, shall be provided as part of the collection areas for solid waste.Construction of an addition to an existing single-family unit, or less than one fullunit to multiple-family residential <strong>development</strong>, shall be exempt from thisrequirement.C. Minimum Collection Areas. Areas for solid waste <strong>and</strong> recyclable materialsstorage shall be adequate in capacity, number, <strong>and</strong> distribution to serve the<strong>development</strong> where the project occurs, <strong>and</strong> shall be based on the followingrequirements:1. Office, Commercial, Industrial, <strong>and</strong> InstitutionalCollection bins of a minimum size of three cubic yards shall be provided. Astorage enclosure shall be provided sufficient to hold one or more st<strong>and</strong>ardthree-cubic-yard bins or similar collection bins available from approvedhaulers. Each enclosure shall provide sufficient area for the collection of solidwaste <strong>and</strong> recyclable materials. Where appropriate, separate collection binsfor food waste associated with food service <strong>use</strong>s shall also be providedconsistent with other City <strong>regulations</strong>. The area must accommodate, at aminimum, the bins indicated in Table 9.18-14 (Recyclable Collection Areas),below, or as otherwise may be approved through the discretionary permitreview process.Section 9.18.150: Collection of Recyclable Materials 132
