<strong>Garden</strong> <strong>Grove</strong> Mixed Use ZonesZoning Ordinance AmendmentD. Design St<strong>and</strong>ards. The following st<strong>and</strong>ards shall apply to all <strong>development</strong>sutilizing three-cubic-yard bins or similar collection bins available from approvedhaulers.1. All solid waste <strong>and</strong> recyclable material storage areas shall be readilyaccessible to the <strong>use</strong>rs they serve, as well as for collection operations, <strong>and</strong>shall be enclosed by a solid masonry or concrete block wall.2. Recycling bins or containers shall provide protection against adverseenvironmental conditions that might render the collected materialsunmarketable. Solid waste <strong>and</strong> recyclable materials must be stored within thebins or containers.3. Driveways or travel aisles shall provide unobstructed access for collectionvehicles <strong>and</strong> personnel, <strong>and</strong> provide at least the minimum clearance requiredby the collection methods <strong>and</strong> vehicles utilized for the particular project.4. A sign clearly identifying all recycling <strong>and</strong> solid waste collection <strong>and</strong> loadingareas <strong>and</strong> the materials accepted shall be posted adjacent to the storageareas.5. The design <strong>and</strong> construction of solid waste <strong>and</strong> recyclable materials storageareas shall be compatible with surrounding l<strong>and</strong> <strong>use</strong>s.6. The storage area shall be shielded from public view by a wall that matchesthe exterior building material <strong>and</strong> color.7. The storage area shall be designed as per the <strong>Garden</strong> <strong>Grove</strong> designguidelines, as approved by City Council resolution.8. Storage areas shall not be located in any required front, side, or rear setbackor any area required to be maintained as unencumbered according to anypublic safety laws as adopted.9. Where collection of solid waste <strong>and</strong> recyclable materials is separated,whenever feasible, areas for collecting <strong>and</strong> loading recyclable materials shouldbe adjacent to the ref<strong>use</strong> storage areas.SECTION 9.18.150.020: Large Venue RecyclingA. Waste Reduction <strong>and</strong> Recycling Plan Required. Large venues, as defined byPublic Resources Code 42648, including, but not limited to, stadiums, conventioncenters, shopping malls, performing arts centers, am<strong>use</strong>ment parks, theaters,<strong>and</strong> other public attraction facilities with an average attendance of 2,000 or morepersons per day of operation shall submit a waste reduction <strong>and</strong> recycling plan tothe City/<strong>Garden</strong> <strong>Grove</strong> Sanitary District. Such plan shall include, but not belimited to, source reduction <strong>and</strong> recycling programs <strong>and</strong> the processing of solidwaste collected from the facility by the hauler franchised to provide solid wastecollection services in the city. All solid waste collected from the large venue shallbe subject to the waste reduction plan.B. Noncompliance. Any large venue subject to this Section that is not complyingwith the waste reduction plan submitted to the City/<strong>Garden</strong> <strong>Grove</strong> SanitarySection 9.18.150: Collection of Recyclable Materials 134
