APPENDIX GEVALUATION METHODOLOGIESG2 Construction of Disaster Risk Management PortfoliosThe 2008-10 portfolio reviewed by IEG was extracted from a 2006-10 disasterportfolio identified by GFDRR. The GFDRR portfolio was identified as follows.First, identify all <strong>Bank</strong> projects that meet one of <strong>the</strong> following criteria:a) Are in <strong>the</strong> Natural Disaster Management, Flood Protection, and General WaterSanitation and Flood Protection sec<strong>to</strong>r and <strong>the</strong>me codesb) Are not in <strong>the</strong>se sec<strong>to</strong>rs but include any of <strong>the</strong> following keywords: naturaldisaster, hazard, earthquake, hurricane, drought, cyclone, landslide, mudslide,tsunami, s<strong>to</strong>rm, volcano, flood, <strong>to</strong>rnado, typhoon, blizzard, heat wave and coldwave.Then, among <strong>the</strong> identified projects, select projects that meet one of <strong>the</strong> followingcriteria:a) Use of <strong>the</strong> Emergency Reconstruction Loan instrumentb) Inclusion of at least one full disaster component or an identified disaster activitybelow <strong>the</strong> component level.Starting with this set of projects, <strong>the</strong> IEG review included only investment projects(it excluded development policy operations, recipient executed activities andprojects IEG deemed <strong>to</strong> have no significant disaster activity) for climate-relateddisasters (it excluded volcano and earthquake projects) for 2008-10.Of <strong>the</strong> 90 projects, 36 were identified by GFDRR as related <strong>to</strong> floods, 15 <strong>to</strong> s<strong>to</strong>rms, 5<strong>to</strong> drought, and 34 <strong>to</strong> multiple disasters, o<strong>the</strong>r disasters, general disaster riskmanagement, or climate change adaptation. Many of <strong>the</strong> projects identified asclimate change adaptation were related <strong>to</strong> agriculture or drought.The 1984-2007 portfolio was created as described in IEG 2006; it included all projectswith any activity related <strong>to</strong> disasters, but excluded activities that could haveplausibly reduced disaster risk if <strong>the</strong>y were not specifically mentioned ascontributing <strong>to</strong> disaster prevention. The 1984-2007 portfolio categorization isidentified by assigning activities identified in that portfolio in<strong>to</strong> <strong>the</strong> 2008-10categories, ra<strong>the</strong>r than manually re-examining <strong>the</strong> entire portfolio. As aconsequence, <strong>the</strong> comparison is illustrative but not exact.123
