Thesechallenges include developing soundmethodologies, gathering consistent andcomparable baseline data, and developingindicators that cover institutional,household, and biophysical characteristicsin pilot projects. Working with the newWorld Development Report (WDR) on “Riskand Uncertainty,” management will developmethodologies and processes to captureintermediate and long-term outcomes.Management will work to mobilizeresources in FY13-14 to develop thissystem and design pilots.Costs and impacts of presumedadaptation-oriented activities arenot well understood.Pilot approaches to better assess thecosts, benefits, sustainability, andimpact of activities with presumedresilience benefits.World Bank: Partially agreeWorld Bank: The Economics of Adaptationstudies highlighted many methodologicalchallenges and data needs that would haveto be addressed to implement thisrecommendation on cost-benefit analysisalone. There will be additional challengesto measure impacts and sustainability. Thework under this recommendation isdependent on additional resources andpartnerships for developing methodologiesand implementing the pilots. Pastexperience suggests that this work will taketime and the implementation of pilots is notlikely to start until FY14 and maybe later.xxxvi
