The MET elements were muchlarger and could conduct sample collection, perform computer and document exploitation,<strong>in</strong>terrogate captured personnel, render safe munitions, and evacuate samples and materials to alaboratory or collection center for fur<strong>the</strong>r evaluation and exploitation.Despite <strong>the</strong> number of specialized teams <strong>in</strong> <strong>the</strong> <strong>the</strong>ater, <strong>the</strong> number of sites, coupled with<strong>the</strong> velocity of <strong>the</strong> march north—exceeded <strong>the</strong> capacity of CFLCC to conduct SSE exclusivelywith specialized teams. To span <strong>the</strong> gap, divisions organized, tra<strong>in</strong>ed, and conducted limitedsensitive sight exploitation with assigned personnel and equipment. The majority of <strong>the</strong>senewly formed teams came directly from each division’s organic chemical company. Much like<strong>the</strong> SSTs, <strong>the</strong> divisional teams made <strong>in</strong>itial assessments of suspected WMD sites, reported <strong>the</strong>irf<strong>in</strong>d<strong>in</strong>gs to higher headquarters, and made recommendations on fur<strong>the</strong>r exploitation.Although f<strong>in</strong>d<strong>in</strong>g and destroy<strong>in</strong>g <strong>Iraqi</strong> WMD capabilities was a major strategic objective,coalition forces had not found any by <strong>the</strong> conclusion of Phase III combat operations. Of course,dur<strong>in</strong>g <strong>the</strong> combat operations, V Corps could not divert significant combat power to secure andexploit <strong>the</strong> overwhelm<strong>in</strong>g number of suspected sites. Troops cont<strong>in</strong>ued to support SSE after <strong>the</strong>conclusion of major combat operations.Communicat<strong>in</strong>g or NotAs <strong>the</strong> corps stretched out toward Baghdad, <strong>the</strong> corps and <strong>the</strong>ater communications startedto falter. The modernization undertaken <strong>in</strong> <strong>the</strong> 12 years s<strong>in</strong>ce DESERT STORM had closed partof <strong>the</strong> gap, enabl<strong>in</strong>g <strong>the</strong> <strong>Army</strong> to build a force (Force XXI) that could fight digitally connected.The <strong>Army</strong> Battle Command System (ABCS) enabled commanders to pass orders, <strong>in</strong>telligence,real-time awareness of everyth<strong>in</strong>g fly<strong>in</strong>g, logistics <strong>in</strong>formation, and many o<strong>the</strong>r bits of usefulor vital <strong>in</strong>formation. However, even modernized communication systems proved <strong>in</strong>adequate tosupport <strong>the</strong> speed of advance atta<strong>in</strong>ed over long distances.Most of <strong>the</strong> ABCS <strong>in</strong>formation is passed over an ag<strong>in</strong>g component of <strong>the</strong> communicationsystem called Mobile Subscriber Equipment (MSE). The key to understand<strong>in</strong>g MSE is that <strong>the</strong>name is literal. The subscriber may be able to communicate on <strong>the</strong> move, but <strong>the</strong> equipment174
