towns dur<strong>in</strong>g <strong>the</strong> five simultaneous attacks really won <strong>the</strong> LOC fight, but it was when <strong>the</strong> 2ndCavalry secured <strong>the</strong> lateral routes between <strong>the</strong> towns on 11 April that <strong>the</strong> LOCs could be said tobe reasonably safe. That is arguably <strong>the</strong> right po<strong>in</strong>t at which to declare <strong>the</strong> “LOC fight” over.Psychological <strong>Operation</strong>s (PSYOP) Support to <strong>the</strong> FightAs 3rd ID moved north, <strong>the</strong> PSYOP campaign changed its focus from protect<strong>in</strong>g <strong>the</strong> oilfields and promot<strong>in</strong>g an early <strong>Iraqi</strong> capitulation to help<strong>in</strong>g manage <strong>the</strong> civilian population <strong>in</strong><strong>the</strong> cities and towns com<strong>in</strong>g under coalition control. From <strong>the</strong>mes to reduce collateral damageand civilian casualties to efforts to underm<strong>in</strong>e <strong>the</strong> paramilitary forces operat<strong>in</strong>g <strong>in</strong> and among<strong>the</strong> civilians, <strong>the</strong> PSYOP served as a nonlethal fire to help shape <strong>the</strong> battlefield for <strong>the</strong> soldiersand mar<strong>in</strong>es. <strong>Army</strong> tactical PSYOP teams (TPTs) supported both <strong>the</strong> V Corps and I MEF forcesstrung out over <strong>the</strong> vast expanse of <strong>the</strong> two areas of operations. The TPTs were generally <strong>in</strong> directsupport, provid<strong>in</strong>g PSYOP support to <strong>the</strong> commanders <strong>in</strong> contact with <strong>the</strong> <strong>Iraqi</strong> population.For example, on 23 March, TPT 1141, led by Sergeant Daniel Voss of <strong>the</strong> 305th PSYOPCompany, supported TF Tarawa assigned to I MEF. At first Voss found it difficult to get <strong>the</strong>mar<strong>in</strong>es to use him—a phenomenon not unheard of from TPTs assigned to support <strong>Army</strong> units.<strong>On</strong> 25 March at An Nasiriyah, Voss and TPT 1141 got <strong>the</strong>ir chance. TF Tarawa was <strong>in</strong> a pitchedbattle with paramilitary forces snip<strong>in</strong>g from both sides of <strong>the</strong> road lead<strong>in</strong>g <strong>in</strong>to <strong>the</strong> town andfrom with<strong>in</strong> <strong>the</strong> town as well. Two days earlier part of <strong>the</strong> 507th Ma<strong>in</strong>tenance Company hadstirred up a hornets’ nest at An Nasiriyah. Stiff resistance <strong>in</strong> An Nasiriyah threatened to bogdown <strong>the</strong> mar<strong>in</strong>es’ advance. 184That day, Sergeant Voss conv<strong>in</strong>ced his mar<strong>in</strong>e commander that TPT 1141 might be ableto help deal with approximately 20 paramilitary troops hid<strong>in</strong>g <strong>in</strong> <strong>the</strong> military hospital on <strong>the</strong>eastern bank of <strong>the</strong> river. From <strong>the</strong> hospital <strong>the</strong> <strong>Iraqi</strong>s fired mortars and mach<strong>in</strong>e guns at Mar<strong>in</strong>escross<strong>in</strong>g <strong>the</strong> bridge over <strong>the</strong> Euphrates. Accord<strong>in</strong>g to Voss, “We set up <strong>the</strong> two vehicles and Igave a surrender appeal and a statement about <strong>the</strong> <strong>in</strong>evitability of <strong>the</strong>ir defeat. We told [<strong>the</strong>mthat] we would drop bombs and artillery on <strong>the</strong> hospital if <strong>the</strong>y did not surrender. About 10m<strong>in</strong>utes <strong>in</strong>to <strong>the</strong> broadcast, personnel started emerg<strong>in</strong>g, do<strong>in</strong>g exactly what we told <strong>the</strong>m todo.” 185 Voss and his team also supported Tarawa by assist<strong>in</strong>g <strong>the</strong>m <strong>in</strong> controll<strong>in</strong>g safe passage ofcivilians and glean<strong>in</strong>g <strong>in</strong>formation of value <strong>in</strong> <strong>the</strong> course of pass<strong>in</strong>g <strong>in</strong>formation from civiliansto <strong>the</strong> combat troops dur<strong>in</strong>g house-to-house clear<strong>in</strong>g operations. The loudspeaker team enabled<strong>the</strong> mar<strong>in</strong>es to communicate with <strong>the</strong> population, which enhanced <strong>the</strong> safety of <strong>the</strong> mar<strong>in</strong>es andcivilians. 186Figure 121.
