Chapter 10D E P A R T M E N T O F D E F E N C EP R O G R A M M E 7 :D e f e n c e I n t e l l i g e n c eO v e r v i e wThe Defence Intelligence (DI) Division fulfilled all obligationsrequired by clients and delivered its products on time.The Division continued to ensure adherence to its intelligencemandate of conducting intelligence on foreign military forcesand their intentionsIn support of Operation KGWELE (the 2010 FIFA WorldCup), a secure intelligence data communication network wasestablished between DI HQ, the National Joint OperationsCentre (JOC) and the various Provincial JOCs to enable theflow of information among all the military intelligence andcounter-intelligence entities. This enabled the instant andsecure flow of information (data) between mobile intelligencefunctionaries deployed at the various events directly tothe Nat JOC and DI HQ. In conjunction with the NationalCommunication Centre (NCC), with some equipment suppliedby DI, the same capability was also established betweenDI and other intelligence role-players at national level.Similarly, equipment was also issued to intelligence functionariesdeployed in border safeguarding.Borderline security visits were also conducted while operationalborderline liaison forums, national border managementcoordinating centre and intelligence coordinating centremeetings were held to address border safeguarding and theinternal security situation.Following the rendering of support during OperationKGWELE, DI was requested to provide operational intelligencesupport to curtail violence against foreign nationals andsubsequently re-tasked to provide support during the hostingof the International Cricket T20 Cup tournament. Operationalintelligence support, including counter-intelligence support,was also provided to all external operations.Some of the previously reported challenges were still relevant.The lack of language proficiency experienced by membersin the locally spoken languages in the different deploymentareas continued during this year. Although membersearmarked for deployment attended courses on the relevantlanguages, it often takes time to become proficient. The poorstate of the DI headquarters building continued to impact onthe productivity of the division. A PPP has been registered toestablish a new facility and it is currently in the feasibilityphase.The intelligence needs of the DOD have become moresophisticated and DI is required to provide information andadvice to support the SANDF's mission and Government initiativesto bring about lasting peace and prosperity in Africa.These developments necessitated the redirection of DI to beable to respond quickly to changing intelligence requirementsand fast breaking contingencies. Funding is based on the cost of operating thedefence intelligence headquarters.Operations provide timely defence prediction, intelligenceand counter-intelligence capabilities and services.Funding is distributed based on the number and size ofintelligence offices, systems and equipment operatingand maintenance requirements, and the number of intelligenceproducts produced.Defence Intelligence Support Services provide humanresource, logistic, planning, security, labour relations,and training and information support services to thedefence intelligence community.
