Chapter 4D E P A R T M E N T O F D E F E N C EP R O G R A M M E 1 :A d m i n i s t r a t i o nI N T R O D U C T I O NThe Administration Programme is aimed at facilitating theoverall management <strong>of</strong> the DOD ensuring that the responsibilities<strong>of</strong> the Accounting Officer are achieved. This programmeensures that norms and standards throughout thedepartment are developed and complied with. Broadly, some<strong>of</strong> the responsibilities included in this program are the provision<strong>of</strong> human resource support, financial and legal services,governance, the provision <strong>of</strong> risk and compliance expertise,the determination <strong>of</strong> working methods and procedures thatimprove internal controls and the accuracy <strong>of</strong> informationprovided.The Administration Programme provides services in the form<strong>of</strong> ministerial direction emanating from the <strong>of</strong>fice <strong>of</strong> theMinister <strong>of</strong> <strong>Defence</strong> as well as departmental direction fromthe <strong>of</strong>fice <strong>of</strong> the Secretary for <strong>Defence</strong> and Chief <strong>of</strong> the SouthAfrican National <strong>Defence</strong> Force (CSANDF). Mp<strong>of</strong>u wasappointed as the Secretary for <strong>Defence</strong> (Sec Def). The mainresponsibilities remained <strong>to</strong> provide strategic direction <strong>to</strong> theDOD through various actions and interventions. These, interalia, included timeous decision-making on strategic matters,effective consideration and processing <strong>of</strong> documents, attendance<strong>of</strong> high-pr<strong>of</strong>ile Cabinet Makgotla, Cabinet Clustermeetings and chairing the various DOD command bodymeetings. Furthermore, the Sec Def continually ensuredalignment <strong>of</strong> the strategic plans <strong>of</strong> the DOD <strong>to</strong> Governmentprogrammes and outcomes.
