D E P A R T M E N T O F D E F E N C EVisits <strong>to</strong> the DOD by Countries from the Rest <strong>of</strong> theWorld. The 25 visits <strong>to</strong> the SANDF ranged from reciprocalgoodwill visits, discussions on specific functional<strong>to</strong>pics, study visits by military training institutions andthe hosting <strong>of</strong> workgroups.Foreign Military Training. About 18 foreign <strong>of</strong>ficersattended the flagship development courses <strong>of</strong> theSANDF, namely the Executive National SecurityProgramme and the Joint Senior Command and StaffProgramme. The SANDF hosted foreign members on55 functional courses. SANDF <strong>of</strong>ficers attended developmentcourses in 11 foreign countries. A further 111members <strong>of</strong> the SANDF attended functional courses inforeign countries. Seven foreign delegations comprising<strong>of</strong>ficers on Senior Command and Staff courseschose South Africa as destination for their foreign studyvisits.Ship Visits. During the reporting year, various shipsfrom the Navies <strong>of</strong> France, the UK, Korea and Pakistancame alongside at South African ports. During EXINTEROP EAST, the Navy sailed <strong>to</strong> Mapu<strong>to</strong> with theSAS DRAKENSBERG, SPIOENKOP andGALESHEWE and during Operation COPPER; theSAS MENDI sailed <strong>to</strong> Mozambican ports <strong>of</strong> Mapu<strong>to</strong>and Pemba.The African Standby Force and the SouthernAfrican Standby Force. The Roadmap II for the operationalisation<strong>of</strong> the African Standby Force (2006-2010)envisaged a validation exercise that will test early warningand crises management, as well as the structures thatunderpin the African Standby Force concept. Againstthis background, the AU Peace Support Operations<strong>Department</strong> hosted EX AMANI, a command post exercise,during Oc<strong>to</strong>ber 2010 in Addis Ababa. As part <strong>of</strong>Roadmap III (2011-2015), the operationalisation <strong>of</strong> theAfrican Standby Force will continue with a continentalexercise during the FY2011/12, which is currently beingplanned. Also during the FY2011/12, the SADC willhost EX BLUE CRANE, which is an exercise undertakenin support <strong>of</strong> humanitarian assistance.S p e c i f i c D e f e n c e D i p l o m a c yA c t i o n sThe biennual African Aerospace and <strong>Defence</strong>Exhibition (AAD) was co-hosted with the SA <strong>Defence</strong>Industry <strong>to</strong>ok place from 21 <strong>to</strong> 25 September 2010. TheSANDF was responsible for co-ordinating the ForeignVisi<strong>to</strong>rs Programme. About 17 Ministers <strong>of</strong> <strong>Defence</strong> orrepresentatives attended the Expo including; six Chiefs<strong>of</strong> <strong>Defence</strong> Force; seven Chiefs <strong>of</strong> Army; 21 Chiefs <strong>of</strong>Air Force, seven Chiefs <strong>of</strong> Navy and two SurgeonsGeneral and / or their representatives were hosted duringAAD.Military Operations. Operational co-operation formsa mainstay <strong>of</strong> military bilateral and multilateral cooperationbetween countries, in general and enhances operationalinter-operability, whilst knowledge transfer takesplace. Although military operations do not always commenceas a defence diplomacy action, the advantages <strong>of</strong>participation in multinational peace support operationslie in the enhancement <strong>of</strong> the RSA's commitment <strong>to</strong> providingcapacity <strong>to</strong> these operations and the image <strong>of</strong> theSouth African soldier abroad. Multinational peace suppor<strong>to</strong>perations in which the SANDF participatedinclude Operations MISTRAL in the DRC, CORDITEin Sudan and VIMBEZELA in the Central AfricanRepublic. Through participation in these operations, theSANDF supported the work <strong>of</strong> the African Union andthe United Nations in striving for peace and security inthe African continent.Specialist Advisory Team <strong>to</strong> Kinshasa, DRC. TeamBULISA is currently developing plans for the implementation<strong>of</strong> the now completed Military Strategy forthe FARDC. A number <strong>of</strong> workshops and benchmarkingvisits were conducted, during the period under review,in the fields <strong>of</strong> financial management and humanresources management in the SANDF.Mission THEBE. The SA Army provided 120 instruc<strong>to</strong>rs<strong>to</strong> train three Battalions in the DRC. This was completedsuccessfully and the handing and taking overparade was held on 25 February 2011. This was attendedby the South African Ambassador <strong>to</strong> the DRC, whopresided as the chief dignitary at the parade. A small HQelement remains in the DRC <strong>to</strong> look after the RSAequipment that is still there.Joint, Interdepartmental and Multinational (JIM)Military Exercises. JIM military exercises reported indetail under the Force Employment Programme havemajor impact on defence diplomacy. The decisionstaken on multinational force preparation cooperationand interaction during bilateral and multilateral forumswere aligned with the requirements <strong>of</strong> the SANDF interms <strong>of</strong> the approved Joint Force Employment (JFE)objectives and missions. In May 2010, two members <strong>of</strong>the SANDF were in Australia <strong>to</strong> participate in ExerciseBELL BUOY, an exercise on naval co-ordination andguidance <strong>of</strong> shipping in the Pacific and Indian Oceansinvolving a number <strong>of</strong> Navies. Exercise IBSAMAR<strong>to</strong>ok place during September 2010, which was a maritimeinteraction and co-operation exercise with theNavies <strong>of</strong> India and Brazil. Exercise FAIRWAY BUOY,a naval co-operation and guidance <strong>of</strong> shipping exercisewith SADC counties also <strong>to</strong>ok place in Namibia from 2<strong>to</strong> 18 August 2010. EX ATLASUR, another annual maritimeexercise between the Navies <strong>of</strong> Argentina, Braziland Uruguay <strong>to</strong>ok place during Oc<strong>to</strong>ber/November2010. The SANDF representatives also participated inANNUAL REPORT FY 2010/2011 129
