During a training visit in December 2010 <strong>to</strong>San An<strong>to</strong>nio, Texas, the Direc<strong>to</strong>rate HIV and Aids presenteda HIV Prevention poster.Although the retention <strong>of</strong> health care practitioners remains astrategic issue, the Occupational Specific Dispensation formedical <strong>of</strong>ficers, dentists and pharmacists, Resolution 1 <strong>of</strong>2010, has been implemented.A <strong>to</strong>tal number <strong>of</strong> 108 members <strong>of</strong> the Military SkillsDevelopment System were translated <strong>to</strong> the Core ServiceSystem and 160 members were translated <strong>to</strong> the Reserves.The roll-out <strong>of</strong> the University Reserve Training programmecontinued. The challenge <strong>of</strong> recruiting and remuneratinghealth care practitioners in the Reserves remains unresolved.The SAMHS continued <strong>to</strong> promote a culture <strong>of</strong> good governanceduring the reporting period by implementing and executingrectification plans after negative audit findings. TheSAMHS Accountability Management Committee stands central<strong>to</strong> the moni<strong>to</strong>ring <strong>of</strong> the rectification plans.P u r p o s e o f t h e P r o g r a m m eThe Military Health Support Programme provides preparedand supported health capabilities and services for the defenceand protection <strong>of</strong> South Africa.S u b p r o g r a m m e sStrategic Direction formulates strategy, policies andplans, and gives advice from the Surgeon General'sOffice <strong>to</strong> prepare and provide the capabilities requiredby the Chief <strong>of</strong> the SANDF. Funding is based on thecost <strong>of</strong> operating the military health headquarters.Mobile Military Health Support provides health supportelements for deployed and contingency forces.Funding is distributed according <strong>to</strong> the number and size<strong>of</strong> units, systems and equipment operating and maintenancerequirements and the number <strong>of</strong> force preparationactivities.Area Military Health Service provides a comprehensive,self-supporting, multidisciplinary geographic militaryhealth service through a formation headquarterscommanding and controlling nine area military healthunits <strong>to</strong> ensure a healthy military community. Fundingis distributed according <strong>to</strong> the number and size <strong>of</strong> unitsand health care facilities, systems and equipment operatingand maintenance requirements and the number andtype <strong>of</strong> patient health services rendered, as well as forcepreparation activities.Specialist/Tertiary Military Service provides a specialisthealth service <strong>to</strong> develop and maintain tertiarymilitary health capabilities within the parameters <strong>of</strong> relevantlegislation as contained in the South AfricanMilitary Health Service (SAMHS) strategy. Funding isdistributed according <strong>to</strong> the number and size <strong>of</strong> militaryhospitals and specialist units, systems and equipmen<strong>to</strong>perating and maintenance requirements, the number <strong>of</strong>and type <strong>of</strong> patient health services rendered as well asforce preparation activities.Military Health Product Support Capability providesfor warehousing pharmaceuticals, sundries, militaryhealth mobilisation equipment and unique s<strong>to</strong>ck, procuringunique military health products, materials and services;and an asset management service, military healthproduct systems and cooperative common militaryhealth logistics. Funding is distributed according <strong>to</strong> thenumber and size <strong>of</strong> units and the use <strong>of</strong> military healthproducts, equipment and consumables and the requirementsfor maintaining strategic military health reserves.Military Health Maintenance Capability providesgeneral base support services <strong>to</strong> identified SAMHS units<strong>to</strong> sustain and maintain the approved force design andstructure. Funding is distributed according <strong>to</strong> the numberand size <strong>of</strong> units, systems and equipment operatingand maintenance requirements.Military Health Training Capability provides a militaryhealth training service <strong>to</strong> develop and maintain militaryhealth capabilities within the parameters <strong>of</strong> relevantlegislation and policies. Funding is distributedaccording <strong>to</strong> the training inputs <strong>of</strong> the sub-units, equipmen<strong>to</strong>perating and maintenance requirement and thenumber <strong>of</strong> force preparation exercises and trainingcourses presented <strong>to</strong> Southern Africa DevelopmentCommunity (SADC) countries.78ANNUAL REPORT FY 2010/2011
