D E P A R T M E N T O F D E F E N C E<strong>Department</strong> <strong>of</strong> <strong>Defence</strong> and Military VeteransVote 21REPORT OF THE ACCOUNTING OFFICERfor the year ended 31 March 2011<strong>of</strong> health and safety risks and is in a better position <strong>to</strong> take precautionary measures or plan and budget for rectifications.The SAMHS continued <strong>to</strong> render a multi-pr<strong>of</strong>essional OHS service at the five Regional OHS Centres. Theirprimary output being the OHS assessments conducted at units and biological moni<strong>to</strong>ring <strong>of</strong> members. As regards pr<strong>of</strong>essionalskills and staffing, it must be noted that there is a national skills shortage <strong>of</strong> occupational medical practitioners,nurses and occupational hygienists. To address this skill shortage, the SAMHS has initiated a Service LevelAgreement (SLA) with the National Institute <strong>of</strong> Occupational Health <strong>to</strong> meet this need.8.5.7 The JDOHS and IG DOD held discussions during the period under review regarding OHS inspections and audits. Thekey issue being; the building <strong>of</strong> capacity and skills. The concepts <strong>of</strong> establishing an OHS inspec<strong>to</strong>rate is under discussionwith the Chief <strong>of</strong> Human Resources and requires the approval <strong>of</strong> the concept and a post structure. The IGDOD inspects the OHS management aspects during their scheduled inspections.8.5.8 The status <strong>of</strong> OHS compliance <strong>of</strong> facilities received critical attention in the department. Under the direction <strong>of</strong> theChief <strong>of</strong> Logistics the facilities refurbishment programme has been prioritised and the Works Capability Formationhas been established. This programme will see many occupational health and safety issues addressed.8.6 Military Integrated Environmental Management8.6.1 International Environmental Co-operation. The RSA-USA Environmental Security Working Group (ESWG)under the RSA-USA <strong>Defence</strong> Committee achieved all its objectives including the initiation <strong>of</strong> the Joint Guidebook onEnvironmental Auditing and attendance <strong>of</strong> the US Environment, Energy Security and Sustainability (E2S2) symposiumin June 2010 in Denver, Colorado. In collaboration with the ESWG, two events namely, on Maritime SpillResponse during August 2010 in Durban and on Contaminated Land and UXO Contamination during September 2010in Pre<strong>to</strong>ria, were presented <strong>to</strong> arrange, plan and train personnel from military training areas.8.6.2 Military Range Clearance and Total Environmental Contingent Liability. The range clearance operations on theformer Hell's Gate Training Area as part <strong>of</strong> Project UMTHOMBO were concluded with the finalisation <strong>of</strong> independentquality assurance. The surface clearance operations on the thirteen identified priority areas at Madimbo TrainingArea have been initiated with one <strong>of</strong> the danger areas finalised. The development <strong>of</strong> various training modules for thefunctional streams have been finalised for delivery in May 2011 at the Centre <strong>of</strong> Excellence at De Aar. Relevant militarypersonnel are being trained <strong>to</strong> support and provide decision support <strong>to</strong> the proposed Military Range Clearancecapability, as well as the implementation <strong>of</strong> Integrated Training Area Management on military training areas. TheUXO costing model has been extended <strong>to</strong> include spill contamination, soil erosion and alien vegetation <strong>to</strong> determinethe <strong>to</strong>tal environmental contingent liability for disclosure in the DOD financial statements.8.6.3 Operation CORONA. DOD Environmental Services are providing environmental decision support in the re-establishmen<strong>to</strong>f operational bases for the border safeguarding as part <strong>of</strong> Operation CORONA <strong>to</strong> ensure environmentalcompliance by the DOD.8.6.4 Operation VUSELELA. Operation VUSELELA projects were optimised in the Free State Province for increasedbenefit <strong>to</strong> the environment as well as the military veterans. Moni<strong>to</strong>ring and control measures between the DOD,<strong>Department</strong> <strong>of</strong> Water Affairs (DWA) and its implementing agent, the Independent Development Trust (IDT) werestrengthened <strong>to</strong> improve the management <strong>of</strong> the project. The identification and verification <strong>of</strong> military veterans by the<strong>Department</strong> <strong>of</strong> Military Veterans for participation in this project remain a challenge for the DOD, DWA and IDT.8.6.5 Environmental Appreciation in Force Employment Planning Processes. The Joint Operations Force EmploymentRequirements and Guidelines were promulgated by CSANDF Directive 069/2010. A permanent fac<strong>to</strong>r "Environment"for all force employment planning processes will in future be appreciated and incorporated in planning processes. Inthis sense, environmental personnel have been involved in the planning <strong>of</strong> joint, bilateral and multi-national exercises,namely, Exercise YOUNG EAGLE, Exercise IBSAMAR II, Exercise SHARED ACCORD and Exercise BLUECLUSTER, respectively. Military environmental personnel have also been deployed in the Sudan.ANNUAL REPORT FY 2010/2011 167
