D E P A R T M E N T O F D E F E N C ET h e D O D M e d i u m T e r m F o c u sAs directed by Government's imperatives, the DOD focusedon a mandate-driven force design and structure in order <strong>to</strong>meet the ordered commitments stipulated in the Constitution,<strong>of</strong> defending and protecting the Republic <strong>of</strong>South Africa (RSA) and its people;support Government's diplomatic initiatives on theContinent and in the Region; andprovide support <strong>to</strong> other Government departments asand when required.These are met in accordance with the principles <strong>of</strong> internationallaw, the MTSF priorities, the Government Programme<strong>of</strong> Action (POA) and the Medium Term ExpenditureFramework (MTEF) <strong>of</strong> Government.Whilst primarily focussed on its constitutional obligation, theDOD embraces Government initiatives and priorities <strong>to</strong> combatpoverty and underdevelopment through various socioeconomicdevelopment programmes. These are regarded as anecessary condition for lasting peace and stability nationally,sub-regionally and continentally. Such alignment shall entailthatdefence capabilities <strong>of</strong> the DOD are enhanced and maintained;peace, security and confidence-building in the SADCsub-region and on the entire Continent are promotedthrough constructive dialogue aimed at nurturing sounddefence diplomatic relations and projecting SouthAfrica's foreign policy principles and objectives;Government policy on the resolution <strong>of</strong> conflicts peacefullythrough recognised international instruments andmechanisms will be supported by deploying the SANDFin international peace missions; andGovernment required diplomatic engagements are supportedthrough participation in multilateral institutionssuch as the Southern African Development Community(SADC), African Union (AU) and United Nations (UN).D e f e n c e O u t p u t sThe outputs provided by the DOD <strong>to</strong> Government are as follows:<strong>Defence</strong> commitments, which include:12operations that are ongoing in nature, and forwhich plans and financial provision can be made inadvance;operations that must be executed during the yearand, if unforeseeable, for which no provision hasbeen made; andjoint and multinational exercises required <strong>to</strong> prepareforces for operations.Landward defence capabilitiesAir defence capabilitiesMaritime defence capabilitiesMilitary health support capabilities<strong>Defence</strong> diplomacy, which includes:the deployment <strong>of</strong> defence attachés;the servicing <strong>of</strong> defence-related Memoranda <strong>of</strong>Understanding (MOUs); andparticipation in the defence structures <strong>of</strong> the UN,the AU and SADC.The provision <strong>of</strong> <strong>Defence</strong>-related policy and MinisterialadviceCryp<strong>to</strong>graphic security services for Government departmentsThe National Codification BureauThe provision <strong>of</strong> appropriate framework for sound policy,direction and advice and the systemic moni<strong>to</strong>ringand evaluation there<strong>of</strong>The provision <strong>of</strong> defence capabilities that can respond<strong>to</strong> the needs <strong>of</strong> South Africa within the evolving policyand national priority trajec<strong>to</strong>ry that characterise a developmentalstateThe DOD's performance in achieving these outputs isdetailed in Chapters four <strong>to</strong> eleven <strong>of</strong> this document.D O D A l i g n m e n t w i t h C a b i n e t a n dC l u s t e r P r i o r i t i e sThe DOD is highly involved in the Justice, Crime Preventionand Security (JCPS) Cluster and has a secretariat responsibilityin the International Cooperation, Trade and Security(ICTS) Cluster since the appointment <strong>of</strong> the Minister <strong>of</strong><strong>Defence</strong> and Military Veterans as Chairperson <strong>of</strong> the Cluster.The DOD also actively participates in the Governance andAdministration (G&A), Economic and Skills Clusters as par<strong>to</strong>f the Government Programme <strong>of</strong> Action. In the period underreview, the DOD's role in the international affairs as far as thedefence diplomacy and security sphere are concerned hasbeen enhanced. In so far as Cluster participation is concerned,the DOD achieved the following:Was represented in the South African Delegation <strong>to</strong> theregional meeting <strong>of</strong> 32 states during an African group <strong>of</strong>experts seminar in the Cluster Munitions Conventionheld in Pre<strong>to</strong>ria 30 April 2010,In line with the government outcome; "All people in SAare and feel safe" and subsequent <strong>to</strong> a Cabinet decision<strong>to</strong> confirm the long-term responsibility <strong>of</strong> the SANDFfor border safeguarding, the SANDF continued <strong>to</strong> collaboratewith the SAPS in its crime fighting efforts.ANNUAL REPORT FY 2010/2011
