D E P A R T M E N T O F D E F E N C ES U B P R O G R A M M E : D E F E N C ES U P P L Y C H A I N I N T E G R A T I O NO v e r v i e wThe aim and objectives <strong>of</strong> <strong>Defence</strong> Supply ChainIntervention (DSCI) have not changed as there have been nocorresponding policy changes that affected its mandate.However, a work session was held during April 2010 <strong>to</strong> repositionthe Division in terms <strong>of</strong> its focal area. The intention <strong>of</strong>repositioning was <strong>to</strong> form the strategic baseline for futureplanning and meaningful reporting. The strategic repositioning<strong>of</strong> the Division resulted in the overhauling <strong>of</strong> its strategicobjectives as reflected in the DOD Strategic Plan 2010. Newstrategic objectives were formulated. The Divisional strategicplan was then amended from the original copy <strong>to</strong> an abridgedversion submitted <strong>to</strong> the Chief <strong>Defence</strong> Policy Strategy andPlanning for record and analysis purposes.The current structure as approved in February 2011 as well aspersonnel does not complement the required operations. Thestructure needs significant adjustments <strong>to</strong> support current andfuture strategic initiatives. Appropriate steps have been taken<strong>to</strong> have the structure reviewed in a scientific manner.Despite this challenging situation, the execution <strong>of</strong> the planwas successful and steady progress has been made <strong>to</strong>wardsthe achievement <strong>of</strong> the DSCI objectives. Key miles<strong>to</strong>nes inline with performance were met. Notwithstanding personnellimitations, the achievement <strong>of</strong> the miles<strong>to</strong>nes and execution<strong>of</strong> the plan was successful. The Division has made progress<strong>to</strong>ward supporting the Secretary for <strong>Defence</strong> in the oversightfunction where identified policy gaps prevent enforcement <strong>of</strong>compliance <strong>to</strong> the regula<strong>to</strong>ry framework.During the reporting period the following achievements wererecorded:The Division submitted a conceptual paper on the repositioning<strong>of</strong> the <strong>Defence</strong> Industry, in particular DENEL.This is ready for consultation with various stakeholdersas well as Parliamentary Committees. DSCI is also participatingin the development <strong>of</strong> a <strong>Defence</strong> IndustrySupport Strategy that will allow the magnification <strong>of</strong>strategic areas such as the refocusing <strong>of</strong> DENEL versus<strong>Defence</strong> Strategic Capabilities.The Division conducted research on the alignment <strong>of</strong> the<strong>Defence</strong> Secretariat with its Constitutional andLegislative Mandate in order <strong>to</strong> assist the Minister in hercivil control responsibility. During 2010 a <strong>Defence</strong>Secretariat reposition proposal was submitted <strong>to</strong> theMinister for consideration.The Chief Direc<strong>to</strong>r Matériel Governance and theDirec<strong>to</strong>r <strong>Defence</strong> Industry Governance attended theRSA/Algeria bi-national in Algiers and developed anagreement on the two countries' industrial participation.This agreement formed part <strong>of</strong> the bi-national agreementsigned by the President <strong>of</strong> Algeria, Mr Bouteflika andthe President <strong>of</strong> RSA, Mr J.G. Zuma.The Division successfully cus<strong>to</strong>mised three NationalTreasury Practice Notes in line with <strong>Department</strong>alSupply Chain procedures, including "National TreasuryInstruction on the amended guidelines in respect <strong>of</strong> bidsthat include functionality as a criterion for evaluation(issued September 2010)", that revised the application<strong>of</strong> Preferential Procurement Policy Framework Act(PPPFA) during evaluation <strong>of</strong> bids.Through implementing fraud prevention measures, theDivision successfully identified a "fronting" case by aparticular company. This was subsequently won in acourt <strong>of</strong> law and the contract was cancelled.The Division has exerted significant effort throughidentification <strong>of</strong> 203 incomplete Ex Post Fac<strong>to</strong> casesthat were referred back <strong>to</strong> the respective services anddivisions for investigation. The number <strong>of</strong> cases condonedis 242 out <strong>of</strong> 486 registered cases. The Divisionis currently in the possession <strong>of</strong> 41 cases <strong>of</strong> which 13have already been condoned.The Division successfully coordinated the conclusion <strong>of</strong>phase 1 feasibility studies for Public-Private Partnership(PPP) project pertaining <strong>to</strong> building <strong>of</strong> SAHMS andNavy HQs.The Division successfully led the process <strong>of</strong> contractingthe University <strong>of</strong> Stellenbosch <strong>to</strong> develop accreditation<strong>of</strong> Military Academy qualification.The Division successfully hosted the 2011 <strong>Defence</strong>Industry Day at the Council for Scientific and IndustrialResearch (CSIR) on 17 March 2011. The <strong>Defence</strong>Industry Day is fast transforming in<strong>to</strong> a national event.The event was attended by the Deputy Minister <strong>of</strong><strong>Defence</strong> and Military Veterans, Secretary for <strong>Defence</strong>,Chiefs <strong>of</strong> Services and Divisions, various esteemed dignitarieswhich include the following:<strong>Department</strong> <strong>of</strong> Trade and Industry<strong>Department</strong> <strong>of</strong> International Relations andCooperation<strong>Department</strong> <strong>of</strong> Science and Technology, andGauteng <strong>Department</strong> <strong>of</strong> Economic Affairs that hasdictated DOD <strong>to</strong> invite other MECs <strong>to</strong> ensurenational support <strong>to</strong> <strong>Defence</strong> Industry internationally.DSCI successfully concluded the following contracts:Contract for the termination <strong>of</strong> accommodation <strong>of</strong>the Ops SADAIT team,Contract for Medical Air Evacuation <strong>of</strong> DODmembers who are detached <strong>to</strong> deployment areas42ANNUAL REPORT FY 2010/2011
