D E P A R T M E N T O F D E F E N C Efications in particular, have been systematically pursuedthrough a programme <strong>of</strong> interventions addressing internaldepartmental controls. This has had the desired outcome,with the concomitant reduction in audit qualifications fromseven in FY2007/08 <strong>to</strong> one in the FY2010/11. The remainingaudit qualification falls within the defence asset domain, anarea <strong>of</strong> genetic disadvantage in defence departments internationally,given the unique nature <strong>of</strong> the core business. Thematter <strong>of</strong> asset management, both pertaining <strong>to</strong> tangible andintangible assets, will remain a critical departmental objectivein the coming period.We are particularly proud <strong>to</strong> report on the return <strong>of</strong> our menand women <strong>to</strong> the borders. Currently, some 1500 kilometres<strong>of</strong> border are being covered, with this distance anticipated <strong>to</strong>expand <strong>to</strong> some 4 471 kilometres <strong>of</strong> land border, 2 700 kilometres<strong>of</strong> maritime border and 76 600 kilometres <strong>of</strong> air borderby the end <strong>of</strong> the deployment. The effects <strong>of</strong> this presenceare readily apparent, with cross-border crime having declinedsignificantly.The matter <strong>of</strong> infrastructure has received considerable attention,and we are gratified <strong>to</strong> note that on 01 April 2011 the<strong>Defence</strong> Works Capability was formally instituted. This hasbeen the result <strong>of</strong> constructive deliberation between thedepartment and the National <strong>Department</strong> <strong>of</strong> Public Works inorder <strong>to</strong> give effect <strong>to</strong> our intent <strong>of</strong> establishing a <strong>Defence</strong>Estate Management mechanism. The implementation <strong>of</strong> thecapability in its full spectrum will receive our continued attentionin the forthcoming period.Two areas which have not seen full resolution have been therevitalisation <strong>of</strong> the landward forces and the expansion <strong>of</strong> thebudget in order <strong>to</strong> accommodate the emergent Constitutionalrequirements. These priorities will remain key strategic focusareas for FY2011/12.Further critical priorities which shall occupy our attention inthe coming period will include, inter alia, entrenchment <strong>of</strong> ournew dispensation for South African National <strong>Defence</strong> Forcemembers, and the associated improvement <strong>of</strong> the conditionswithin the South African National Derence Force, includingthe pressing concerns, raised by the Interim National<strong>Defence</strong> Force Commission, <strong>of</strong> accommodation. Our effortsin supporting Government intent on the matter <strong>of</strong> youth ingeneral and furthering our agenda with regard <strong>to</strong> the NationalYouth Service in particular, will receive our concerted attention.The effects <strong>of</strong> the successful implementation <strong>of</strong> this initiativewill be significant, and we await the realisation there<strong>of</strong>with anticipation.The defence and security <strong>of</strong> South Africa is inextricablylinked <strong>to</strong> that <strong>of</strong> the region and continent. South Africa isessentially a lit<strong>to</strong>ral state, and accordingly the requirementfor a balanced maritime capability, able <strong>to</strong> respond <strong>to</strong> identifiedand potential maritime security threats, is undisputed.This is particularly pertinent, given the recent escalation <strong>of</strong>maritime crime in the region. This matter will therefore begiven particular focus in our efforts.Additional priorities for FY2011/12 remain the matter <strong>of</strong> therepositioning <strong>of</strong> ARMSCOR and DENEL, <strong>to</strong> ensure synthesisbetween these entities and departmental requirements,and the revitalisation <strong>of</strong> our Reserve Force.In conclusion, allow me <strong>to</strong> acknowledge the dedication, loyaltyand commitment <strong>of</strong> our men and women who serve ourcountry and who so relentlessly pursue the furthering <strong>of</strong> ourstrategic intent as a department. We extend our considerableappreciation <strong>to</strong> all those who have so selflessly ensured thatthe year under review, has been such a notable success.(MS L. N.
