Chapter 11D E P A R T M E N T O F D E F E N C EP R O G R A M M E 8 :G e n e r a l S u p p o r tO v e r v i e wThe General Support Programme is divided in<strong>to</strong> the followingsub-programmes, i.e. Joint Logistic Services, Commandand Management Services and the Military Police.P u r p o s e o f t h e P r o g r a m m eThe General Support Programme provides general supportcapabilities and services <strong>to</strong> the <strong>Department</strong>.O b j e c t i v e s a n d M e a s u r e sProvide general support capabilities and services by:86Repairing and maintaining the DOD's infrastructureat 33 bases over the next 3 years (13 in2010/11, 9 in 2011/12 and 11 in 2012/13) and executingthe Capital Works Plan in 52 projects (7 in2010/11, 24 in 2011/12 and 21 in 2012/13).Providing appropriate, ready and sustainedmatériel, facilities, movement and logistic servicesfocussing on supply chain management <strong>to</strong> enableforce preparation and employment.Provide the department with key information and communicationsystems by: Ensuring that the mainframe service is available 98per cent <strong>of</strong> the time and the Wide Area Network 95per cent <strong>of</strong> the time.Providing Information and CommunicationSystems solutions in accordance with the <strong>Defence</strong>Enterprise Information Systems (DEIS) MasterPlan, as per the programme and project miles<strong>to</strong>nesand associated deliverables. Reduce the number <strong>of</strong> new criminal cases under investigationby the military police by 10 per cent a year, andsustain 1 provost company for deployment, 4 regionalhead-quarters, 22 area <strong>of</strong>fices and 22 detachments forinvestigations and crime prevention, and 2 military correctionalfacilities.S u b p r o g r a m m e sJoint Logistic Services provide logistic services <strong>to</strong> thedepartment. Funding is distributed according <strong>to</strong> thenumber and size <strong>of</strong> units, use and warehousing requirementsfor ammunition, main equipment and s<strong>to</strong>res, thedefence facility repair and maintenance programme andthe number <strong>of</strong> training courses.Command and Management Information Systemsprovides command and management information systemsand related services <strong>to</strong> the department. Funding isdistributed according <strong>to</strong> the number and size <strong>of</strong> mainframesystems, the communication infrastructure operatedby the department, and maintenance and upgradingrequirements.Military Police provide a military policing capability <strong>to</strong>the department. Funding is distributed according <strong>to</strong> thenumber and size <strong>of</strong> units, systems and equipment operatingand maintenance requirements, and the number <strong>of</strong>force preparation exercises and training coursesS U B P R O G R A M M E :J O I N T L O G I S T I C S E R V I C E SO v e r v i e wDuring the year under review, the Logistics Division partiallyachieved its objectives due <strong>to</strong> many challenges that wereidentified and experienced. The management interventionsundertaken and working <strong>to</strong>gether as a team with numerousstakeholders has made it possible <strong>to</strong> address challenges in apr<strong>of</strong>essional and specialist way in accordance with the businessplan and business ethics, thereby minimising the impactand ensuring good service delivery.The inability <strong>to</strong> provide appropriate, ready and sustainedmateriel, facilities, movement and logistic services and noncomplianceat the operational level by Services and Divisionsand the lack <strong>of</strong> enforcement <strong>of</strong> logistic asset managementpolicies (moveable and immoveable) resulted in poor assetmanagement due <strong>to</strong> inadequate and fragmented defencelogistics strategy, policy, planning, budgeting, systems,processes and skills. Slow progress was also experiencedwith updating and promulgating <strong>of</strong> logistic policies due <strong>to</strong> alack <strong>of</strong> capacity within the Logistics Division.During the FY2010/11 the Logistic Intervention andANNUAL REPORT FY 2010/2011
