D E P A R T M E N T O F D E F E N C ES U B P R O G R A M M E : G O V E R N M E N TI N F O R M A T I O N T E C H N O L O G YO F F I C E R ( G I T O )O v e r v i e wIn accordance with the Division's strategic objective to provideInformation and Communication System (ICS) strategicdirection to the DOD, the Control Plan for the implementationof the DOD Information Strategy was developed. TheICS Control Plan controls the implementation of the DODInformation Strategy to enable the systematic improvementof the effectiveness and interoperability of the ICS of theDOD. ICS policies are promulgated in accordance with theICS Policy Development plan. The risk identified within theDivision regarding possible non-realisation of promulgatedICS Policy was mitigated and managed by an ICS PolicyDevelopment Plan executed by the Command andManagement Information System (CMIS) Division by callingup Reserve Force members to provide the capacity andcapability.To improve inter-operability and interconnectivity betweeninformation and communication systems within and externalto the DOD, the following ICS Strategic Studies were completedand approved. These include the following:Defence Information and Communication SystemStandard on De-Militarised Zone (DMZ)Defence Data and Information Standard for Data warehouseStrategic Study on the use of Virtualisation TechnologiesDefence Information and Communication SystemStandard for Key Public InfrastructureDuring the period under review, another main concern was tosystematically improve compatibility and interoperability ofthe ICS of the DOD through collaboration with the NationalTreasury in preparation for the rollout of the IntegrationFinancial Management System (IFMS).The Human Resources (HR) Module, led by the Departmentof Public Service & Administration (DPSA), was rolled outwith a formal launch in February 2011. The DOD is currentlyundergoing training and testing of the said module whichis intended to replace the current HR application within theNT's set timelines. The DOD and the NT are finalising discussionson the lifting of the moratorium for the developmentof the DOD unique logistics systems and is the lead site forthe implementation of Asset Management and ProcurementModules of the IFMS.It is important to note that the current Information andCommunication Technology (ICT) inventory is not integratedand has a high level of obsolescence. Although efforts aremade to optimise the existing ICT systems, the current budgetonly allows for a progressive approach that is linked to theavailability of financial resources as well as the ability of theSITA and Defence ICT system providers to provide solutionsin accordance with the requirements of the DefenceEnterprise Information System (DEIS) Master Plan schedule.O b j e c t i v e s a n d M e a s u r e sThe GITO is responsible for Strategic governance of theDEIS. The Division seeks to ensure the delivery of effectiveand efficient strategic direction in order to manage informationas a strategic resource and provide guidelines to ensurethat the right, accurate and quality information is distributesecurely to support decision-making in achieving the department’sobjectivesThe DEIS Management Division provides norms and standardsfor:Providing sound Information and CommunicationSystem direction and advice;Developing consensus on Information and CommunicationSystem;Providing sound policy and administration; andSystemic monitoring and evaluation.O u t p u t D e t a i lTable 4.2 below details on the GITO Sub-programme's outputs,performance measures and targets as specified in theDOD Strategic Plan FY2010/11.26ANNUAL REPORT FY 2010/2011
