D E P A R T M E N T O F D E F E N C ES U B P R O G R A M M E : D E F E N C ER E S E R V E D I R E C T I O NO v e r v i e wThe <strong>Defence</strong> Reserve Division continued its moni<strong>to</strong>ring rolethrough the <strong>Defence</strong> Reserve Board <strong>to</strong> ensure the implementation<strong>of</strong> the Reserve Strategy by the Services and Divisions.During the period under review, the strength <strong>of</strong> the <strong>to</strong>talReserves was 26 147 <strong>of</strong> which 12 362 were called up. Theexternal deployments conducted by the Reserves in PeaceSupport Operations continued and Reserves were also successfullyemployed in border safeguarding duties.Several tertiary institutions have been engaged <strong>to</strong> give effect<strong>to</strong> the roll-out <strong>of</strong> the University Reserve Training Programme(URTP) and most institutions have shown great enthusiasmand have pledged <strong>to</strong> support the programme. The SA Armywill commence with the programme at the University <strong>of</strong> theFree State during FY2011/12 and the other services will startimplementing the programme in FY2012/13.Six <strong>Defence</strong> Provincial Liaison Councils (DPLCs) have beenestablished in six <strong>of</strong> the nine provinces <strong>to</strong> ensure support forReserves service from industry, non-governmentalOrganisations (NGOs), academia and traditional leaders.Other DPLCs are in the process <strong>of</strong> being established.A delegation from the <strong>Defence</strong> Reserve Division and ServiceReserve representatives attended the New York StatePartnership Program Conference conducted by the New YorkNational Guard. The aim <strong>of</strong> the visit was <strong>to</strong> bring <strong>to</strong>getherrepresentatives <strong>of</strong> the South African Ministry <strong>of</strong> <strong>Defence</strong> andMilitary Veterans, the SANDF, the New York National Guardand the New York State Government <strong>to</strong> discuss the future <strong>of</strong>the partnership programme.In terms <strong>of</strong> marketing the <strong>Defence</strong> Reserve System, the followingwas achieved:Two editions <strong>of</strong> the "Reserve Force Volunteer" werepublished and widely distributed while the websitewww.rfdiv.mil.za was continuously updated.Marketing and physical support were provided <strong>to</strong> theexpanded annual Combat Rifle Shooting Competition inBloemfontein in which 34 Reserve shooting teamsfrom different units competed.A number <strong>of</strong> Captains <strong>of</strong> Industry and local opinionmakers attended marketing and promotional activities<strong>of</strong> the Reserves, such as the SA Navy seagoing daysand the Artillery Corps <strong>of</strong> the South African Army openday.Support was provided <strong>to</strong> the Cape Town and KwaZuluNatal tat<strong>to</strong>os.The Division was instrumental in providing strategic directionand specialist policy advice <strong>to</strong> the Minister, C SANDF,Secretary for <strong>Defence</strong>, Service and Division during aMinisterial work session on matters pertaining <strong>to</strong> theenhancement <strong>of</strong> the Reserve Service System.The Division was active in the development <strong>of</strong> the <strong>Defence</strong>Amendment Bill that provided for the obligation on Reservemembers <strong>to</strong> serve when called upon <strong>to</strong> do so in times otherthan war. This bill was passed in December 2010 and the legislationis now part <strong>of</strong> the <strong>Defence</strong> Amendment Act (Act No.22 <strong>of</strong> 2010). Another achievement is that the 22% pay differentialbetween Regulars and Reserves was resolved duringthe reporting year.Strategically, the main challenges for the development <strong>of</strong> aviable Reserve System remain the lack <strong>of</strong> an effective feedersystem <strong>to</strong> ensure the rejuvenation <strong>of</strong> the Reserve and thelimited continuation training budget <strong>to</strong> maintain the readiness<strong>of</strong> the members in the system.O b j e c t i v e s a n d M e a s u r e sThe <strong>Defence</strong> Reserve Direction Subprogramme directs thedevelopment and maintenance <strong>of</strong> the Reserve Force system,provides specialist advice on Reserve matters and promotes/markets the Reserve and the volunteer Reserve system.O u t p u t sTable 4.15 below provides details <strong>of</strong> the <strong>Defence</strong> ReserveDirection outputs, performance indica<strong>to</strong>rs and targets asspecified in the DOD Strategic Plan FY2010/11.ANNUAL REPORT FY 2010/2011 49
