D E P A R T M E N T O F D E F E N C EThe Division provided reports on the state <strong>of</strong> defence relations,including progress on defence co-operation withFrance, Spain, India, Benin and Kenya. As the DOD beguninitiating formal defence relations with Cuba, the Divisionprovided valuable policy advice <strong>to</strong> a high level delegationtasked by the Minister <strong>to</strong> visit in order <strong>to</strong> initiate steps <strong>to</strong> formalisedefence relations.Notwithstanding the structural challenges that impacted oncontinuity, the Division was able <strong>to</strong> achieve its planned objectives.Structural transformation was necessitated by theupgrading <strong>of</strong> the function <strong>to</strong> a Divisional level from aDirec<strong>to</strong>rate. Despite this, the current structure has proven <strong>to</strong>be inappropriate and inadequate.
