D E P A R T M E N T O F D E F E N C ES A M i l i t a r y H e a l t h S e r v i c e sThe following services were scaled up:The planning has been completed for the establishmen<strong>to</strong>f a SAMHS unique operational logistical support unit<strong>to</strong> prepare and support SAMHS members for externaland internal deployments. The initial appreciation for 9Medical Battalion Group has been completed. However,a decision was taken <strong>to</strong> defer any further planning andimplementation until such time that the SA Army structureshave been approved and funding is made availablefor new services or outputs.The SADC Military Health Secretariat was establishedduring FY2009/10; however, funding has become achallenge. The SADC Military Health Doctrine is beingdeveloped <strong>to</strong> guide the different operational activities <strong>of</strong>the regional Military Health Workgroups.The establishment <strong>of</strong> a SAMHS counter-intelligencestaff function is negatively affected by structural issuessuch as the availability <strong>of</strong> posts, suitable humanresources and funding.Donor funding continues <strong>to</strong> be utilised for the renovationand upgrading <strong>of</strong> military health facilities under theArea Military Health Service Sub-programme.Renovations <strong>of</strong> the pharmacies at the SickbaysLangebaanweg and the Waterklo<strong>of</strong> Military MedicalClinic have been completed for the roll-out <strong>of</strong> antiretroviraltreatment. The pharmacies at 2 Military Hospitaland the roll-out site in Potchefstroom have been completedand contributed <strong>to</strong> the provision <strong>of</strong> services andthe managing <strong>of</strong> patients accessing anti-retroviral treatment.The dental treatment facility at Overberg inBredasdorp has been scaled up for rendering a dentalservice.The establishment <strong>of</strong> a hospice/palliative care facility atLenz Military Base was completed in liaison with theSA Army, however, is not operational due <strong>to</strong> the shortage<strong>of</strong> human resources. The initial appreciation andstaff work for the establishment <strong>of</strong> emergency care facilitiesat the three military hospitals have also been completed.The Military Veterinary Institute has initiated a basicVeterinary Epidemiology section <strong>to</strong> provide the SurgeonGeneral and the DOD with early warning pertaining <strong>to</strong>zoonotic diseases. Funding and structural changes arerequired <strong>to</strong> establish a full capability.The establishment <strong>of</strong> unique cleaning services for thethree military hospitals has proved <strong>to</strong> be challenging interms <strong>of</strong> funding, structural changes and trained humanresources. The management interventions <strong>to</strong> implementthis initiative are continuing.The internal restructuring <strong>of</strong> the Military HealthProcurement unit and the establishment <strong>of</strong> a codificationsection has assisted the SAMHS <strong>to</strong> address challengeswith regard <strong>to</strong> the codification <strong>of</strong> suppliers. The structure<strong>of</strong> Military Health Procurement Unit must bereviewed in accordance with legislative prescripts interms <strong>of</strong> the separation <strong>of</strong> functions. Restructuring <strong>of</strong>the unit is also required <strong>to</strong> execute the codification function.The establishment <strong>of</strong> additional accommodation andmessing facilities have been appreciated and possibleoptions for consideration have been investigated.SAMHS has performed initial planning for border safeguardingin liaison with CJ Ops for the establishment <strong>of</strong>health facilities in accordance with the concept <strong>of</strong> operationsfor Operation CORONA.D e f e n c e F o r e i g n R e l a t i o n s ( D F R )The Minister <strong>of</strong> <strong>Defence</strong> instructed that a <strong>Defence</strong> Attaché<strong>of</strong>fice be opened in Cuba. As this was an unfunded change <strong>to</strong>plan, it was approved that residential <strong>Defence</strong> representationin Tunisia be closed down and that representation be continuedby means <strong>of</strong> non-residential accreditation from Algiers.The <strong>Defence</strong> Office in Tunisia will be closed by the end <strong>of</strong>May 2011.C o m m a n d M a n a g e m e n t I n f o r m a t i o nS y s t e m ( C M I S )Concurrent with involvement in the Integrated FinancialManagement System (IFMS) initiative, the DOD is positioningitself <strong>to</strong> be able <strong>to</strong> accept IFMS modules and integratethese modules with DOD Unique information systems.S A A i r F o r c eOperational Support and Intelligence Systems (ProtectionServices)Creation <strong>of</strong> Centre <strong>of</strong> Excellence for FunctionalProtection Training. Functional training became thefull responsibility <strong>of</strong> Operational Support andIntelligence Systems following the relocation <strong>of</strong> BasicMilitary Training <strong>to</strong> Air Force Base Hoedspruit.Protection Services training is also relocating <strong>to</strong> the AirForce Gymnasium at Hoedspruit. The relocation is onschedule as instructed by Air Command Council. Theintended relocation date was 01 January 2011, however,due <strong>to</strong> the <strong>Department</strong> <strong>of</strong> Public Works preparationphase" 2" that is yet not completed, the relocation datewas moved <strong>to</strong> 01 January 2012.Protection Services are awaiting confirmation <strong>of</strong> thestart <strong>of</strong> phase "2" in the new financial year starting April2011. The phase will be moni<strong>to</strong>red <strong>to</strong> ensure the commencemen<strong>to</strong>f training from 01 January 2012. All membershave been notified and transfer list will be finalisedat the end <strong>of</strong> September 2011.ANNUAL REPORT FY 2010/2011 141
