The initial appreciation for 9Medical Battalion Group has been completed. However,a decision was taken to defer any further planning andimplementation until such time that the SA Army structureshave been approved and funding is made availablefor new services or outputs.The SADC Military Health Secretariat was establishedduring FY2009/10; however, funding has become achallenge. The SADC Military Health Doctrine is beingdeveloped to guide the different operational activities ofthe regional Military Health Workgroups.The establishment of a SAMHS counter-intelligencestaff function is negatively affected by structural issuessuch as the availability of posts, suitable humanresources and funding.Donor funding continues to be utilised for the renovationand upgrading of military health facilities under theArea Military Health Service Sub-programme.Renovations of the pharmacies at the SickbaysLangebaanweg and the Waterkloof Military MedicalClinic have been completed for the roll-out of antiretroviraltreatment. The pharmacies at 2 Military Hospitaland the roll-out site in Potchefstroom have been completedand contributed to the provision of services andthe managing of patients accessing anti-retroviral treatment.The dental treatment facility at Overberg inBredasdorp has been scaled up for rendering a dentalservice.The establishment of a hospice/palliative care facility atLenz Military Base was completed in liaison with theSA Army, however, is not operational due to the shortageof human resources. The initial appreciation andstaff work for the establishment of emergency care facilitiesat the three military hospitals have also been completed.The Military Veterinary Institute has initiated a basicVeterinary Epidemiology section to provide the SurgeonGeneral and the DOD with early warning pertaining tozoonotic diseases. Funding and structural changes arerequired to establish a full capability.The establishment of unique cleaning services for thethree military hospitals has proved to be challenging interms of funding, structural changes and trained humanresources. The management interventions to implementthis initiative are continuing.The internal restructuring of the Military HealthProcurement unit and the establishment of a codificationsection has assisted the SAMHS to address challengeswith regard to the codification of suppliers. The structureof Military Health Procurement Unit must bereviewed in accordance with legislative prescripts interms of the separation of functions. Restructuring ofthe unit is also required to execute the codification function.The establishment of additional accommodation andmessing facilities have been appreciated and possibleoptions for consideration have been investigated.SAMHS has performed initial planning for border safeguardingin liaison with CJ Ops for the establishment ofhealth facilities in accordance with the concept of operationsfor Operation CORONA.D e f e n c e F o r e i g n R e l a t i o n s ( D F R )The Minister of Defence instructed that a Defence Attachéoffice be opened in Cuba. As this was an unfunded change toplan, it was approved that residential Defence representationin Tunisia be closed down and that representation be continuedby means of non-residential accreditation from Algiers.The Defence Office in Tunisia will be closed by the end ofMay 2011.C o m m a n d M a n a g e m e n t I n f o r m a t i o nS y s t e m ( C M I S )Concurrent with involvement in the Integrated FinancialManagement System (IFMS) initiative, the DOD is positioningitself to be able to accept IFMS modules and integratethese modules with DOD Unique information systems.S A A i r F o r c eOperational Support and Intelligence Systems (ProtectionServices)Creation of Centre of Excellence for FunctionalProtection Training. Functional training became thefull responsibility of Operational Support andIntelligence Systems following the relocation of BasicMilitary Training to Air Force Base Hoedspruit.Protection Services training is also relocating to the AirForce Gymnasium at Hoedspruit. The relocation is onschedule as instructed by Air Command Council. Theintended relocation date was 01 January 2011, however,due to the Department of Public Works preparationphase" 2" that is yet not completed, the relocation datewas moved to 01 January 2012.Protection Services are awaiting confirmation of thestart of phase "2" in the new financial year starting April2011. The phase will be monitored to ensure the commencementof training from 01 January 2012.
