D E P A R T M E N T O F D E F E N C ES U B P R O G R A M M E : D E F E N C ES U P P L Y C H A I N I N T E G R A T I O NO v e r v i e wThe aim and objectives of Defence Supply ChainIntervention (DSCI) have not changed as there have been nocorresponding policy changes that affected its mandate.However, a work session was held during April 2010 to repositionthe Division in terms of its focal area. The intention ofrepositioning was to form the strategic baseline for futureplanning and meaningful reporting. The strategic repositioningof the Division resulted in the overhauling of its strategicobjectives as reflected in the DOD Strategic Plan 2010. Newstrategic objectives were formulated. The Divisional strategicplan was then amended from the original copy to an abridgedversion submitted to the Chief Defence Policy Strategy andPlanning for record and analysis purposes.The current structure as approved in February 2011 as well aspersonnel does not complement the required operations. Thestructure needs significant adjustments to support current andfuture strategic initiatives. Appropriate steps have been takento have the structure reviewed in a scientific manner.Despite this challenging situation, the execution of the planwas successful and steady progress has been made towardsthe achievement of the DSCI objectives. Key milestones inline with performance were met. Notwithstanding personnellimitations, the achievement of the milestones and executionof the plan was successful. The Division has made progresstoward supporting the Secretary for Defence in the oversightfunction where identified policy gaps prevent enforcement ofcompliance to the regulatory framework.During the reporting period the following achievements wererecorded:The Division submitted a conceptual paper on the repositioningof the Defence Industry, in particular DENEL.This is ready for consultation with various stakeholdersas well as Parliamentary Committees. DSCI is also participatingin the development of a Defence IndustrySupport Strategy that will allow the magnification ofstrategic areas such as the refocusing of DENEL versusDefence Strategic Capabilities.The Division conducted research on the alignment of theDefence Secretariat with its Constitutional andLegislative Mandate in order to assist the Minister in hercivil control responsibility. During 2010 a DefenceSecretariat reposition proposal was submitted to theMinister for consideration.The Chief Director Matériel Governance and theDirector Defence Industry Governance attended theRSA/Algeria bi-national in Algiers and developed anagreement on the two countries' industrial participation.This agreement formed part of the bi-national agreementsigned by the President of Algeria, Mr Bouteflika andthe President of RSA, Mr J.G. Zuma.The Division successfully customised three NationalTreasury Practice Notes in line with DepartmentalSupply Chain procedures, including "National TreasuryInstruction on the amended guidelines in respect of bidsthat include functionality as a criterion for evaluation(issued September 2010)", that revised the applicationof Preferential Procurement Policy Framework Act(PPPFA) during evaluation of bids.Through implementing fraud prevention measures, theDivision successfully identified a "fronting" case by aparticular company. This was subsequently won in acourt of law and the contract was cancelled.The Division has exerted significant effort throughidentification of 203 incomplete Ex Post Facto casesthat were referred back to the respective services anddivisions for investigation. The number of cases condonedis 242 out of 486 registered cases. The Divisionis currently in the possession of 41 cases of which 13have already been condoned.The Division successfully coordinated the conclusion ofphase 1 feasibility studies for Public-Private Partnership(PPP) project pertaining to building of SAHMS andNavy HQs.The Division successfully led the process of contractingthe University of Stellenbosch to develop accreditationof Military Academy qualification.The Division successfully hosted the 2011 DefenceIndustry Day at the Council for Scientific and IndustrialResearch (CSIR) on 17 March 2011. The DefenceIndustry Day is fast transforming into a national event.The event was attended by the Deputy Minister ofDefence and Military Veterans, Secretary for Defence,Chiefs of Services and Divisions, various esteemed dignitarieswhich include the following:Department of Trade and IndustryDepartment of International Relations andCooperationDepartment of Science and Technology, andGauteng Department of Economic Affairs that hasdictated DOD to invite other MECs to ensurenational support to Defence Industry internationally.DSCI successfully concluded the following contracts:Contract for the termination of accommodation ofthe Ops SADAIT team,Contract for Medical Air Evacuation of DODmembers who are detached to deployment areas42ANNUAL REPORT FY 2010/2011
