D E P A R T M E N T O F D E F E N C ES U B P R O G R A M M E : G O V E R N M E N TI N F O R M A T I O N T E C H N O L O G YO F F I C E R ( G I T O )O v e r v i e wIn accordance with the Division's strategic objective <strong>to</strong> provideInformation and Communication System (ICS) strategicdirection <strong>to</strong> the DOD, the Control Plan for the implementation<strong>of</strong> the DOD Information Strategy was developed. TheICS Control Plan controls the implementation <strong>of</strong> the DODInformation Strategy <strong>to</strong> enable the systematic improvemen<strong>to</strong>f the effectiveness and interoperability <strong>of</strong> the ICS <strong>of</strong> theDOD. ICS policies are promulgated in accordance with theICS Policy Development plan. The risk identified within theDivision regarding possible non-realisation <strong>of</strong> promulgatedICS Policy was mitigated and managed by an ICS PolicyDevelopment Plan executed by the Command andManagement Information System (CMIS) Division by callingup Reserve Force members <strong>to</strong> provide the capacity andcapability.To improve inter-operability and interconnectivity betweeninformation and communication systems within and external<strong>to</strong> the DOD, the following ICS Strategic Studies were completedand approved. These include the following:<strong>Defence</strong> Information and Communication SystemStandard on De-Militarised Zone (DMZ)<strong>Defence</strong> Data and Information Standard for Data warehouseStrategic Study on the use <strong>of</strong> Virtualisation Technologies<strong>Defence</strong> Information and Communication SystemStandard for Key Public InfrastructureDuring the period under review, another main concern was <strong>to</strong>systematically improve compatibility and interoperability <strong>of</strong>the ICS <strong>of</strong> the DOD through collaboration with the NationalTreasury in preparation for the rollout <strong>of</strong> the IntegrationFinancial Management System (IFMS).The Human Resources (HR) Module, led by the Departmen<strong>to</strong>f Public Service & Administration (DPSA), was rolled outwith a formal launch in February 2011. The DOD is currentlyundergoing training and testing <strong>of</strong> the said module whichis intended <strong>to</strong> replace the current HR application within theNT's set timelines. The DOD and the NT are finalising discussionson the lifting <strong>of</strong> the mora<strong>to</strong>rium for the developmen<strong>to</strong>f the DOD unique logistics systems and is the lead site forthe implementation <strong>of</strong> Asset Management and ProcurementModules <strong>of</strong> the IFMS.It is important <strong>to</strong> note that the current Information andCommunication Technology (ICT) inven<strong>to</strong>ry is not integratedand has a high level <strong>of</strong> obsolescence. Although efforts aremade <strong>to</strong> optimise the existing ICT systems, the current budge<strong>to</strong>nly allows for a progressive approach that is linked <strong>to</strong> theavailability <strong>of</strong> financial resources as well as the ability <strong>of</strong> theSITA and <strong>Defence</strong> ICT system providers <strong>to</strong> provide solutionsin accordance with the requirements <strong>of</strong> the <strong>Defence</strong>Enterprise Information System (DEIS) Master Plan schedule.O b j e c t i v e s a n d M e a s u r e sThe GITO is responsible for Strategic governance <strong>of</strong> theDEIS. The Division seeks <strong>to</strong> ensure the delivery <strong>of</strong> effectiveand efficient strategic direction in order <strong>to</strong> manage informationas a strategic resource and provide guidelines <strong>to</strong> ensurethat the right, accurate and quality information is distributesecurely <strong>to</strong> support decision-making in achieving the department’sobjectivesThe DEIS Management Division provides norms and standardsfor:Providing sound Information and CommunicationSystem direction and advice;Developing consensus on Information and CommunicationSystem;Providing sound policy and administration; andSystemic moni<strong>to</strong>ring and evaluation.O u t p u t D e t a i lTable 4.2 below details on the GITO Sub-programme's outputs,performance measures and targets as specified in theDOD Strategic Plan FY2010/11.26ANNUAL REPORT FY 2010/2011
