The budget and supporting systems are cash-based resulting in limiteddecision making financial management information. <strong>Defence</strong> is continuously assessing and updating its budgetingsystems <strong>to</strong> ensure compliance with the regula<strong>to</strong>ry framework.8.4 External reporting8.4.1 Annual Report. The Minister tables the annual report including financial statements <strong>to</strong> provide an account <strong>of</strong> thedepartment's performance against the objectives set in the strategic business plan and its financial position and performanceagainst the appropriate budget.8.4.2 Accounting Standards. The Financial Statements have been prepared on the cash basis <strong>of</strong> accounting modified forthe recognition <strong>of</strong> certain near-cash balances and supplemented with disclosures on transactions and balances notrecognised in the primary statements.8.4.3 Performance Measures. The performance measures for departmental outputs are set out in the strategic businessplan as measurable outputs and targets. The actual performance against these measures is reported in the main portion<strong>of</strong> the annual report.8.4.4 External Audit. An objective and pr<strong>of</strong>essional relationship has been established with the Audi<strong>to</strong>r-General. TheSecretary for <strong>Defence</strong> chairs first, interim and final audit steering committee meetings. Co-ordination meetings areheld with the Secretary for <strong>Defence</strong> quarterly and with the Chief Financial Officer monthly. The Audit Committeeco-ordinates the internal audit programme with that <strong>of</strong> the Audi<strong>to</strong>r-General.8.5 Occupational Health and Safety (OHS)8.5.1 The function shift <strong>of</strong> the Joint Direc<strong>to</strong>rate Occupational Health and Safety (JDOHS) from the SA Military HealthService (SAMHS) <strong>to</strong> the Human Resources Division was approved by the Minister <strong>of</strong> <strong>Defence</strong> and Military Veteranson 19 July 2010. This has improved the line <strong>of</strong> reporting <strong>to</strong> the Secretary for <strong>Defence</strong> and the Chief <strong>of</strong> the SANDF.8.5.2 Significant progress was achieved in the execution <strong>of</strong> OHS by the Services and Divisions. The formally constitutedDOD OHS Forum contributed <strong>to</strong> this improvement. The DOD OHS Forum is a coordinating management forumwhich meets monthly. As constituted, all divisions with units under command are represented on the DOD OHSForum. The Forum also provides for the participation <strong>of</strong> experts <strong>to</strong> provide OHS training and health service deliveryinputs or legal advice.8.5.3 The review <strong>of</strong> the OHS policy was completed and the draft has been distributed for comments. The OHS policyadopts a wider scope. It incorporates the need for the DOD <strong>to</strong> address precautionary and preventative measures; <strong>to</strong>identify the need for strict selection and training <strong>of</strong> members, and <strong>to</strong> review training and equipment doctrine <strong>to</strong> matchanthropomorphic features <strong>of</strong> members. The emphasis has also been placed on instituting good moni<strong>to</strong>ring systems.8.5.4 Good progress was also made in building capacity through training. Al<strong>to</strong>gether 345 <strong>of</strong>ficials underwent OHS training.The OHS course curriculum was redesigned <strong>to</strong> train managers on the OHS Management System at the level <strong>of</strong>execution. This was undertaken <strong>to</strong> align the training curriculum with the new OHS policy and <strong>to</strong> meet the requirementsfor accreditation. An OHS Seminar was held in February 2011 and attended by 89 delegates. The Seminarserved <strong>to</strong> expand the knowledge <strong>of</strong> DOD <strong>of</strong>ficials on the nature <strong>of</strong> occupational hazards in the military.8.5.5 Moni<strong>to</strong>ring OHS compliance is undertaken through the monthly and quarterly reporting system that has been instituted.In addition, on-site inspections <strong>of</strong> units were conducted. This is instrumental in rectification actions and preventativemeasures.8.5.6 The emphasis was placed on units conducting the workplace assessment as prescribed in section 8(d) <strong>of</strong> the OHS Act1993. The Hazard Identification and Risk Assessment (HIRA) was conducted in 64 units. This achievement will beimproved as the DOD builds its OHS capacity and skills.
