Chapter 7D E P A R T M E N T O F D E F E N C EP R O G R A M M E 4 :A i r D e f e n c eO v e r v i e wDuring the year under review, the South African Air Force(SAAF) has again demonstrated its dependability in deliveringon its mandate despite the diverse challenges encounteredduring FY2010/11. The SAAF managed to keep combatreadiness at the required levels and ensured that 98,6% of theplanned flying hours were achieved. In total 33 930 flyinghours were generated which included amongst others internaloperational missions, force preparation activities, support toSANDF contingents outside RSA in support to governmentimperatives. The Air Force Reserve Squadrons generated 2860 hours during the year under review. This figure indicatesthat the Air Force Reserves contributed 8,4% of the AirForce's total flying hours and 17.5% of the force employmenthours. The successes of the Air Force can be attributed to thededication and commitment of the Air Force personnel whohad continually demonstrated dependable skill and loyaltyunder challenging circumstances. However, these achievementscame at a cost of lack of future assurance in terms of theAir Force's diverse capabilities' integrity and sustainability.There was a marked and visible increase in the Air Force'scontribution towards Defence Diplomacy during the yearunder review. These include flying of VVIPs and VIPs duringthe reporting period. The support towards DefenceDiplomatic activities is regarded as an essential contributiontowards the country's first line of defence within the context ofconflict prevention and peaceful resolution of conflicts. In thisregard the Air Force has managed to meet its mandatenotwithstanding challenging conditions. The considerablychanged scope and frequency of activities of the RSA government'sinvolvement in regional and international affairs from1994 to date has a direct impact on the current SAAF availableresources. During the Africa Aerospace and DefenceExhibition (AAD) held in September 2010, 28 Air ForceChiefs or representatives were hosted with the aim to strengthenmilitary relations with these countries and to discuss possibleareas of future cooperation.The SAAF has supported different Joint OperationsRequirements for external operations and internal exercises.Within the external operations domain the Air Force providedsustainment flights to the external SANDF operations.Successful exercises with foreign countries included participationin the naval exercise held on the East Coast of SouthAfrica with Brazil, India and the South African Navy. Thesecombined efforts have contributed in enhancing the AirForce's expertise in combined maritime operations.In keeping with the mandate of providing support to the peoplethe Air Force provided support to the people by executing15 flights in fire-fighting operations, 34 flights during medicaland casualty evacuationsa and 9 flights searching for persons.The 2010 FIFA World Cup was the RSA's highlight event thatrequired high level of expertise in airspace security and continuoussurveillance and monitoring. During this event theNational Airspace Security was delegated to the SAAF viathe National Joint Operations Centre. Over this period, theSAAF committed diverse assets and resources such as controlsectors, different tactical mobile radar systems, Hawk andGripen supersonic fighters, helicopters, Electronic Warfare(EW) capabilities and Intelligence SurveillanceReconnaissance (ISR) capabilities.Utilizing these diverse capabilities, the SAAF managed toscreen 12 921 aircrew of which 6 were rejected as undesirable,conducted 64 739 flight authorisations, 347 combat airpatrols, took appropriate action against 65 non-compliant aircrafts,carried out 51 interceptions and diverted 9 aircraftaway from the prohibited flying zones. The technologicaledge of the Gripen's data link, advanced airborne radar andIIR pod proved to be a valuable investment as it provided realtime information simultaneously to diverse users during theair defence operations. Opportunities to use Air Power to supportGovernment security and anti-crime initiatives with newtechnology were fully exploited.The Hawk lead in fighter trainers were delivered and handedover to the Air Force. Integration and phasing in of the systeminto the SAAF is essentially completed but diverse challengescontinue to prevail due to insufficient operational funding.During the year under review, 9 crew members were quali-ANNUAL REPORT FY 2010/2011 67
