Although thereare sufficient newly recruited candidates in these domainsthat are under training, it will take time before these candidatesacquire the requisite skills, knowledge and experienceto counter the loss of experienced personnel.The general status of buildings in the Simon’s Town areacontinued to be a cause for concern. Day to day maintenanceis being carried out, but due to the age of the buildings theircondition continues to deteriorate.Although the Directed Levels of Capability as stipulated interms of the force employment requirements for the respectivecapabilities were achieved, the SA Navy will not be ableto sustain these levels of capability into the future, due to thecontinued underfunding. The SA Navy performed in accordancewith its plan and exceeded expectations in certaininstances i.e. in its force preparation and force employmentcommitments. It remains committed to pursuing its primaryobjective of providing a credible maritime defence to thepeople of South Africa.P u r p o s e o f t h e P r o g r a m m eThe Maritime Defence Programme provides prepared andsupported maritime defence capabilities for the defence andprotection of South Africa.O b j e c t i v e s a n d M e a s u r e sDefend and protect South Africa and its maritime zones byprovidingA surface combat capability of four frigates, one combatsupport vessel, three offshore patrol vessels, threeinshore patrol vessels and a maritime reaction squadronin each annual operational cycle;A sub-surface combat capability of three submarines ineach annual operational cycle;Two mine countermeasures systems in each annualoperational cycle to ensure safe access to South Africanharbours, and where mine clearance may be required;andAn ongoing hydrographic survey capability to ensuresafe navigation in charting areas and to meet internationalobligations.S u b p r o g r a m m e sMaritime Direction provides strategic direction withinthe Maritime Defence programme by formulating andcontrolling strategies, policies, plans and advice in orderto prepare and provide the maritime capabilitiesrequired for the defence and protection of South Africa.Funding is distributed based on the cost of operating theNaval Headquarters.Maritime Combat Capability provides mission readyand supported maritime combat capabilities in accordancewith the approved force design of the DOD.Funding is distributed according to the number and sizeof units, systems and equipment operating and maintenancerequirements and the number of force employmentoperations.Maritime Logistic Support Capability sustains theavailability of the force structure elements in the navalforce design to ensure compliance with ordered operationalcommitments. Funding is distributed accordingto the number and size of units, systems and equipmentoperating and maintenance requirements, and the numberof force preparation exercises and training courses. Maritime Human Resources and TrainingCapability ensures that the maritime combat capabilityrequirements are met in terms of qualified personnel forRegular and Reserve members. Funding is distributedaccording to the number and size of units, systems andequipment operations and maintenance requirements,and the number of force preparation and training courses.Base Support Capability provides a general base supportcapability to ships and submarines, shore units andother identified clients to ensure that the fleet complieswith specified operational-readiness levels.
