In addition the Division provides advice andsupport on international legal instruments within the contex<strong>to</strong>f defence international affairs.The Division was actively involved in co-ordinating and providingpolicy direction in the following spheres:Provided advice <strong>to</strong> the Minister <strong>of</strong> <strong>Defence</strong> and theMilitary Veterans through the Secretary for <strong>Defence</strong> onkey defence international affairs policy issues and internationalengagements,Participated in the diplomatic activities <strong>of</strong> the AU,SADC and the UN multilateral organisations, and.Ensured that the DOD met its diplomatic obligations byservicing all existing defence co-operation agreements.In the year under review, the Division was instrumental innegotiating and concluding bilateral and multilateral agreementswith South Africa's foreign allies and internationalorganisations. In order <strong>to</strong> ensure that the conduct <strong>of</strong> internationalrelations by the DOD accords with government policy,the Division coordinated several departmental meetings <strong>to</strong>ensure proper preparation for bilateral engagements with foreignpartners. The Division coordinated and supported theformulation <strong>of</strong> South African International Relations Policythrough participation in the <strong>Department</strong> <strong>of</strong> International50Relations and Cooperation (DIRCO) led scheduled meetingsand activities.The Division facilitated the processing and signing <strong>of</strong> the<strong>Defence</strong> Cooperation agreements/Memoranda <strong>of</strong> Understanding(MOUs) with countries such as Argentina,Zimbabwe and Botswana. The Division succeeded in thenegotiating and finalisation <strong>of</strong> defence co-operation agreementswith Ecuador and Kenya. However, the former isawaiting Ministerial consideration, while the latter will besigned at a period <strong>to</strong> be determined by the Minister.The Division participated during the planning <strong>of</strong> the SANDFcontingency evacuation plan for South African citizens in theevent <strong>of</strong> the situation deteriorating during the Southern Sudanreferendum. In this respect, the Note <strong>of</strong> Exchange betweenRSA and Uganda was prepared and finalised in order <strong>to</strong> facilitatethe airlifting <strong>of</strong> South African nationals from the Sudan<strong>to</strong> Uganda. A similar legal instrument in the form <strong>of</strong> an MOUwas finalised <strong>to</strong> provide legal and administrative protectionfor the deployment <strong>of</strong> the SA Navy element in a joint maritimepatrol with Mozambique <strong>to</strong> counter piracy on the IndianOcean.During the period under review, the Division led the co-ordinationand successful convening <strong>of</strong> obliga<strong>to</strong>ry defence internationalagreements such as bi-national Commissions, theJoint permanent Commission on <strong>Defence</strong> and Security(JPCDS), <strong>Defence</strong> Committees and SADC forums such asthe Inter-State <strong>Defence</strong> and Security Committee (ISDSC). Inparticular, these involved Mozambique, Algeria, Botswana,DRC, the USA, Namibia, China, Zimbabwe and the UK. Aspart <strong>of</strong> its core responsibility <strong>to</strong> represent the DOD at forumsconvened and/or led by the DIRCO.ANNUAL REPORT FY 2010/2011
