D E P A R T M E N T O F D E F E N C Egrated financial management system for the asset registerand procurement implementation charter betweenNational Treasury and the DOD was also formulated.Eleven units have been identified as lead sites for theimplementation <strong>of</strong> the asset register. Procurement willcommence from 01 April 2011. A number <strong>of</strong> IT projects<strong>to</strong> help improve health care are also in various stages <strong>of</strong>implementation.<strong>Defence</strong> Strategy that responds <strong>to</strong> the DOD's Currentand Emerging Needs. The <strong>Defence</strong> StrategyConceptual Framework has been completed and hasbeen accepted by the Minister. This can now be discussedwith Cabinet as part <strong>of</strong> the consultation process.The Revitalisation <strong>of</strong> the Reserves. The <strong>Defence</strong>Amendment Act (Act 22 <strong>of</strong> 2010) promulgated in December2010 makes provision for the utilisation <strong>of</strong>Reserve members and their obligation <strong>to</strong> serve in times<strong>of</strong> need. The implementation <strong>of</strong> the legislative provisionsshall be given effect through the applicable regulationsand contracts <strong>to</strong> be developed during the course <strong>of</strong>FY2011/12. The roll-out <strong>of</strong> the University ReserveTraining Programme for under-graduates is progressingwell, with a number <strong>of</strong> tertiary education institutionsparticipating in the programme.Optimal Utilisation <strong>of</strong> the Collateral Value <strong>of</strong> <strong>Defence</strong>Capabilities in Responding <strong>to</strong> the Country'sSocio-Economic Needs. The SANDF prepared andemployed multi-roled military capabilities on requestand in accordance with the prescripts <strong>of</strong> the <strong>Defence</strong> Act(42 <strong>of</strong> 2002) in support <strong>of</strong> other government departments.Border safeguarding, safety and security support,maintaining essential services, disaster relief andhumanitarian assistance and search and rescue missionswere conducted during the period under review.Assistance provided <strong>to</strong> 74 hospitals during the nationalstrike <strong>of</strong> nursing personnel, is a particular case in point.In addition, two bridges were constructed by the SAArmy engineers in the Eastern Cape <strong>to</strong> provide safe andeasy access <strong>to</strong> the local communities.Provide a lead <strong>to</strong> the development and Implementation<strong>of</strong> the Community Service Programme. A conceptpaper on a National Youth Service has been completedand approved. A pilot programme was launchedin Bloemfontein with a group <strong>of</strong> 500 recruits undergoingtraining. A further 1500 recruits are planned forFY2011/12, 2 000 for FY2012/13 and 6 000 forFY2013/14.P R O G R A M M E P E R F O R M A N C E :A D M I N I S T R A T I O N :S U B P R O G R A M M E : M I N I S T R YO v e r v i e wDuring the year under review, the Minister <strong>of</strong> <strong>Defence</strong> and4Military Veterans and the Deputy Minister <strong>of</strong> <strong>Defence</strong> andMilitary Veterans, as the executive authorities, continued <strong>to</strong>uphold and fulfil the mandate <strong>of</strong> the DOD as spelt out in theConstitution <strong>of</strong> the Republic <strong>of</strong> South Africa. The primaryresponsibility <strong>of</strong> the Ministry <strong>of</strong> <strong>Defence</strong> was <strong>to</strong> provide politicaldirection <strong>to</strong> the DOD enabling a contribution <strong>to</strong> globalpeace, security and stability through the deployment <strong>of</strong> theSANDF in peacekeeping missions and the participation indefence-related bilateral and multilateral engagements.The period under review began with the SANDF gearing upfor the increased demand on internal deployment capabilities<strong>to</strong> support the South African Police Service (SAPS). Duringthe 2010 FIFA Soccer World Cup the SANDF (OperationKGWELE) supported the SAPS by deploying on average4 573 members per day, ensuring the maintenance <strong>of</strong> a safeand secure South Africa. The success <strong>of</strong> this event proved <strong>to</strong>the sceptics and the international community that SouthAfrica could successfully host world class major events. TheSANDF also provided internal assistance during the xenophobiaincidents, public service strikes, the opening <strong>of</strong>Parliament and the voter registration security for the 2011local elections. The SANDF successfully partnered with theSAPS by providing personnel, helicopters and fixed wing aircraftfor the crime combating operation DUTY CALLS duringthe festive season.In compliance with the Cabinet decision for the SANDF <strong>to</strong>return <strong>to</strong> border safeguarding, the Minister directed theSANDF <strong>to</strong> undertake this function effectively. Phase 1 <strong>of</strong> thedeployment was completed by the 1 st April 2011; the deploymenthas now moved in<strong>to</strong> Phase 2 <strong>to</strong> cover additional areasidentified for border safeguarding.Internally, in order <strong>to</strong> ensure full functionality <strong>of</strong> the<strong>Department</strong> <strong>of</strong> Military Veterans (DMV), the MilitaryVeterans Bill was presented and approved during December2010. An analysis and determination <strong>of</strong> the strategic resourcerequirement <strong>of</strong> the DMV was completed and presented <strong>to</strong> theMinister at the Ministerial Work session in March 2011. TheMTEF budget costing and MTEC funding requirements, asapproved by the Minister, were articulated in a CabinetMemorandum and presented <strong>to</strong> Cabinet on 16 March 2011.The Minister is in the process <strong>of</strong> formulating departmentalregulations and policies in support <strong>of</strong> the approved Bill.The Minister appointed a new Secretary for <strong>Defence</strong> and anew Chief Financial Officer during the year under review.The Minister directed the DOD <strong>to</strong> resolve all audit qualificationsin pursuance <strong>of</strong> the consolidation <strong>of</strong> good corporategovernance, effective administration and accounting. TheDOD was able <strong>to</strong> reduce the seven audit qualifications down<strong>to</strong> one in the FY2009/10. During this review period, focussedattention has been given <strong>to</strong> addressing the remaining complexasset management qualification.The term <strong>of</strong> Interim <strong>Defence</strong> Force Service Commission(IDFSC) came <strong>to</strong> an end in April 2011 and a permanent<strong>Defence</strong> Force Service Commission (DFSC) will be appoint-ANNUAL REPORT FY 2010/2011
