D E P A R T M E N T O F D E F E N C EIn summary, the challenges faced by the SA Army remainedthe critical shortage and continued loss of scarce skills, theage and health status of the HR component and the unsatisfactorystatus of the A, B and D vehicle fleets, PME, ammunitionand facilities, as well as the lack of critical structures toproduce specific outputs in support of force preparation andoperations. These challenges are being addressed throughvarious initiatives, but owing to the cost and time, they willnot be fully mitigated in the near future. However, the implementationof a technical allowance in the SA Army and theSANDF at large will go a long way to alleviate continued lossof scarce skills in the technical service environment. Salaryincreases as instituted by the Minister of Defence have alsoreduced the high outflow figures but have not stopped them.Notwithstanding the complex challenges and limitedresources, the SA Army provided combat-ready forces andsupported landward operations as required. The SA Armyremains committed to the achievement of its constitutionalobligations.P u r p o s e o f t h e P r o g r a m m eThe Landward Defence Programme provides prepared andsupported landward defence capabilities for the defence andprotection of South Africa.S u b p r o g r a m m e sStrategic Direction directs, orchestrates and controlsthe South African Army in achieving its mission to provideprepared and supported landward capabilities forthe defence and protection of South Africa. Funding isbased on the cost of operating the landward defenceheadquarters and managing centralised funds for scarcecommodities and specialist services.Infantry Capability provides combat-ready infantrycapabilities through training, preparing, exercising andsupporting mechanized, motorized and airborne infantryunits. Funding is distributed according to the numberand size of units, systems and equipment operating andmaintenance requirements, and the number of forcepreparation exercises and training courses.Armour Capability provides combat-ready armourcapabilities through training, preparing, exercising andsupporting tank and armoured car units. Funding is distributedaccording to the number and size of units, systemsand equipment operating and maintenance requirements,and the number of force preparation exercisesand training courses.Artillery Capability provides combat-ready artillerycapabilities through training, preparing, exercising andsupporting composite and light artillery units. Fundingis distributed according to the number and size of units,systems and equipment operating and maintenancerequirements, and the number of force preparation exercisesand training courses.Air Defence Artillery Capability provides combatreadyair defence artillery capabilities through training,preparing, exercising and supporting air defenceartillery units. Funding is distributed according to thenumber and size of units, systems and equipment operatingand maintenance requirements, and the number offorce preparation exercises and training courses.Support Capability provides first and second line supportcapabilities to units and bases and ensures supportto deployed combat units through training, preparing,exercising and supporting of first and second line maintenanceunits and workshops.
