D E P A R T M E N T O F D E F E N C EDOD honoured all its engagements and obligations with theParliamentary Committees and oversight bodies includingthe National Treasury and Audi<strong>to</strong>r-General.One <strong>of</strong> the roles <strong>of</strong> <strong>Defence</strong>, as contemplated in theConstitution, is <strong>to</strong> contribute <strong>to</strong> security, peace and stabilityengagements in the region and on the continent. In pursuit <strong>of</strong>defence diplomacy, the Sec Def under<strong>to</strong>ok visits <strong>to</strong> and hostedvarious countries, strengthening bi-lateral relations anddefence co-operation. The Sec Def participated in numerousdefence related discussions held at multilateral organisationslike SADC, the African Union and the United Nations.As part <strong>of</strong> the responsibility <strong>of</strong> the DOD <strong>to</strong> support the people<strong>of</strong> South Africa, the Sec Def engaged other governmentdepartments and stakeholders <strong>to</strong> improve co-operation. Theseefforts have had a positive outcome in streamlining defencebusiness processes with those <strong>of</strong> other state departmentsenhancing co-operative governance. Some <strong>of</strong> the more noteworthyachievements were; the DOD collaboration withother government departments during the public servicestrike, xenophobia attacks, the hosting <strong>of</strong> the 2010 FIFAWorld Cup and the security challenges during the festive season.During the period under review, through <strong>Department</strong>alDirection the DOD achieved the following:The <strong>Department</strong> <strong>of</strong> Military Veterans is functioning, itssupporting structures have been approved and legislationpassed.The non-statu<strong>to</strong>ry Force Military Veterans Pension, ascontemplated in the Bill has been approved byParliament.Improvement <strong>of</strong> the SANDF members service conditionsand the promulgation <strong>of</strong> legislation <strong>to</strong> establish thepermanent <strong>Defence</strong> Force Service Commission.The reduction <strong>of</strong> audit qualifications from seven <strong>to</strong> onein the FY2009/10 and special focus on the remainingasset management qualification in the reporting year.The ongoing development <strong>of</strong> the Balanced Score Card(BSC) performance measurement <strong>to</strong>ol within the DODhas been enhanced through the development <strong>of</strong> theDOD Strategic Planning Framework (SPF) during theyear under review. The BSC has been aligned with thecorporate Level 0 and 1 performance information ascontained within the SPF and approved by the Minister.The translation <strong>of</strong> the noted SPF performance informationin<strong>to</strong> the electronic COGNOS system in conjunctionwith SITA will see the incremental roll-out <strong>of</strong> electronicallymanaged performance information during the comingyear.As instructed by the Minister <strong>of</strong> <strong>Defence</strong>, the DODStrategic Plan (SP) and Annual Performance Plans (APP)were separated in<strong>to</strong> plans for the SANDF and the<strong>Defence</strong> Secretariat respectively. These plans were successfullytabled in parliament during March 2011.In support <strong>of</strong> the government initiatives on job creation,the DOD has developed plans <strong>to</strong> create job opportunitiesfor 5 700 young South Africans per year through theMilitary Skills Development System (MSDS).The SANDF has successfully assumed the border safeguardingfunction and has adopted a three phased strategyfor the rollout. The last phase <strong>of</strong> the strategy will becompleted during FY2012/13.A concept paper on National Youth Service has beendeveloped and a pilot programme implemented inBloemfontein with a group <strong>of</strong> 500 recruits undergoingtraining.The Military Ombudsman Bill was approved by Cabine<strong>to</strong>n 10 November 2010.The <strong>Defence</strong> Amendment Act (Act 22 <strong>of</strong> 2010) promulgatedin December 2010 regulates the obligation <strong>to</strong> servefor Reserve Force members.The <strong>Defence</strong> Strategy Conceptual framework has beencompleted and is ready for consultation with Cabinet.The Repositioning <strong>of</strong> the <strong>Defence</strong> Industry proposal,including DENEL, is ready for consultation.Two Peace Support Operations (PSOs) were conductedunder the Memoranda <strong>of</strong> Understanding (MOUs). 1Two General Military Assistance Operations were conductedunder the signed MOUs.O b j e c t i v e s a n d M e a s u r e sThe <strong>Department</strong>al Direction Subprogramme provides departmentaldirection <strong>to</strong> the DOD <strong>to</strong> ensure the effective, efficientand proper conduct <strong>of</strong> defence activities in accordance withlegislation and policy. The Sec Def is the Accounting Officerand the Principal Policy Advisor <strong>to</strong> the Minister <strong>of</strong> <strong>Defence</strong>.The Sec Def, in conjunction with the Chief <strong>of</strong> the SANDF,guide the provision <strong>of</strong> strategic direction <strong>to</strong> the DOD.
