D E P A R T M E N T O F D E F E N C E<strong>Department</strong> <strong>of</strong> <strong>Defence</strong> and Military VeteransASSURANCE REPORT OF THE AUDITOR-GENERALTO PARLIAMENT ON COMPLIANCE WITH SECTION 4OF THE NATIONAL CONVENTIONAL ARMS CONTROLACT IN TERMS OF SECTION 12 OF THE NATIONALCONVENTIONAL ARMS CONTROL ACT OF 2002,for the year ended 31 March 2011Inspecting cases where the issue <strong>of</strong> a permit was refused by the NCACC and confirming that this had been done as requiredby section 14 <strong>of</strong> the Act.Inspecting on a sample basis permits issued <strong>to</strong> ensure that the conditions under which a permit is issued are complied withas detailed in the regulations.No compliance procedures were performed in the following areas <strong>of</strong> the NCACC's responsibilities:The evaluation <strong>of</strong> end user certificates received.Control evaluation at development and manufacturing companies.Compliance visit reports, conclusion and recommendations.Inspecting the register that must be kept in the prescribed form, indicating persons involved in the trade in conventionalarms.Inspecting the register for all permits issued and undertaking the following:Selecting a sample <strong>of</strong> permits issued and following it through <strong>to</strong> the register.Selecting a sample <strong>of</strong> entries in the register and following it through <strong>to</strong> the issued permits.Confirming that all reports issued had been issued as required by section 23 <strong>of</strong> the Act.An analysis <strong>to</strong> identify anomalies in reported data.Determining whether information supplied is relevant, reliable, comparable and understandable.For the purpose <strong>of</strong> my limited assurance conclusion, my evidence-gathering procedures were more limited than for a reasonableassurance engagement, and therefore less assurance was obtained than in a reasonable assurance engagement.I believe that the evidence obtained as part <strong>of</strong> my assurance engagement with the NCACC for the period ended 31 March 2011is sufficient and appropriate <strong>to</strong> provide a basis for my conclusion expressed below.C o n c l u s i o nIn my opinion, except for non-compliance with section 23(1)(b) <strong>of</strong> the Act as described in the finding below, nothing came <strong>to</strong>my attention <strong>to</strong> indicate that the NCACC did not comply with section 4 <strong>of</strong> the Act in all material respects.296ANNUAL REPORT FY 2010/2011
