had been deliberately reinstated in the Book of<br />

Common-prayer, one rather fails to see. He does<br />

not, indeed, in so many words forbid the use of a<br />

cope or vestment, but the surplice is the only vesture<br />

the wearing of which he prescribes. The truth is<br />

that, in common with most of Elizabeth's bishops,<br />

his sympathies were with the Puritans, and he was<br />

bent upon using all his power as Ordinary to eliminate<br />

every gesture, every custom, every outward semblance,<br />

even in trifling matters, of conformity to usages of<br />

the olden time. The " Ornaments rubric," which,<br />

as heretofore mentioned, the queen insisted upon<br />

having re-introduced into the Prayer-book, was very<br />

unpalatable to the reformers, and it is curious to<br />

note the special pleading employed to reconcile themselves<br />

to it. Sandys (afterwards Grindal's successor)<br />

writes to Parker :— " Our gloss upon this text is,<br />

that we shall not be forced to use them, but that<br />

others in the meantime shall not convey them away,<br />

but that they may remain for the queen." If a<br />

"gloss " like this had been put upon any rubric by<br />

the opposite party, it would assuredly have been<br />

characterised as disingenuous and Jesuitical, or designated<br />

by any other opprobrious epithet that most<br />

readily suggested itself.<br />

The Archbishop gives a sort of grudging permission<br />

that where the churches are very small the<br />

minister might say the Morning and Evening office<br />

"in his accustomed stall in the<br />

queere " but in<br />

all other cases " a decent low pulpit was to be<br />

erected and made in the body of the church out of<br />

hande, wherein the minister shall stande with his
