RICHARD ALLEN SCOTT THROUGH THE YEARS The parade was an awesome sight. This photo shows Tim’s dorm building in the background, directly on the parade square. Here we are awaiting the big parade and awarding of commissions. I got to go on the parade square and present Tim with his commission. At the formal evening ball. RICHARD ALLEN SCOTT THROUGH THE YEARS I reached 30 years of service this year, with Commissioner Phil Murray pinning my silver bar on my Long Service Medal. Robyne graduated from Algonquin College and started working as a travel agent. She was also bartending at various popular Byward Market premises. Chris applied for the RCMP as a Regular Member, and to Peel Regional Police, and completed his application for policing Ontario-wide. He also moved from Ident to a new position with the Tainted Blood Task Force in “A” Division. Meanwhile, he was working part-time at a group home to increase his experience. He also bartended and eventually ‘bounced’ at downtown pubs. It was apparent this year that my role in the position of Business Systems Process Architect was not as successful as had been hoped by the creators of the position. The main reason, in my opinion, was the fact that the managers I normally had to deal with were 1 to 2 ranks above mine, they were very protective of their ‘turf’, and were change-averse. Basically, it wasn’t working as intended. The position was cancelled. That left me at the mercy of Officer Staffing. I wasn’t bilingual, didn’t have a University degree, and therefore my options were extremely limited. I did, however, take solace in the fact that as a result of my Informatics ‘review’, changes were ordered from the highest levels, and my D/Commr. boss wrote in my last performance appraisal: While Supt. Scott’s recommendations have caused some consternation within the Force Informatics area, by and large he has been recognized as being insightful and with reason...He is a person of high integrity and forthright in manner, thought and not afraid to say what he believes. He has played a very important role in moving the Informatics agenda forward and played an essential role in the area realigning priorities in a far more realistic manner. Some have not appreciated his work and these people have tended to be defensive about the Informatics program. The resistance has not dissuaded Supt. Scott but I believe it did cause him to reconsider his future in the Force for a period of time. He was right. And it was not just for ‘a period of time’, either. June 2017 196
