THROUGH THE YEARS
”HQ” Div., Divisional Control Officer, Year 2000 Project
As the world’s problems with the millennial change were coming to the fore (and this was one of
the topics I had raised in my Informatics review), the RCMP decided to create a project team to
address our response to the expected crisis. Mid-way through the year I was appointed as the
Deputy Project Director and Division Control Officer, with responsibilities as follows:
Managed the Regional co-ordination and implementation of Year 2000 strategies/models across
Canada through the co-ordination of a team of specialists, analysts and functional experts.
Developed structured Business Continuity and Contingency plans at the local and regional
levels to ensure guaranteed operational police service delivery across the millennium change.
From a training perspective, delivered presentations to newly-appointed Regional coordinators
providing them with the appropriate knowledge necessary for the performance of their duties.
Authored a Business Continuity Planning framework, which included guidelines for risk
identification and analysis and comprehensive contingency planning to be followed by
approximately 800 RCMP jurisdictions across Canada. This framework document was posted
on the Internet and accessed by police organizations internationally, resulting in recognition
through a formal Certificate of Appreciation from the then RCMP Deputy Commissioner,
National Headquarters.
Co-ordinated the identification and resolution of all Year 2000 legal issues surrounding the
delivery of policing services by the RCMP.
Determined requirements and developed the RCMP’s initial Year 2000 communications
strategy/model/plan which included the authorship and national distribution of a twice-monthly
newsletter and a Year 2000 employee information and preparedness handbook.
Conducted an analysis of RCMP systems/applications for the purpose of identifying and
designating those that were mission critical.
Had functional responsibility for the
collaboration between the Project
Office and the distributed, national
working group of resources assigned
within each Region to develop
local/regional Year 2000 contingency
plans.
The Lowens - Barb, Brian, Jean, Phil, Jean, Pam, Stan, Priscilla
Mum had her last visit to England this
year, visiting with her brothers and
sister Stella.
