control tower (ATCT). These facilities
should be maintained in the future.
Airport Traffic
Control Tower (ATCT)
Mesquite Metro Airport does not have
an airport traffic control tower (ATCT);
therefore, no formal terminal air traffic
control services are available at the
airport.
Aircraft operating within the Class E
airspace immediately surrounding the
airport are not required to file any type
of flight plan or to contact any air traffic
control facility unless they are operat-
3-24
ing under IFR conditions. Those
aircraft that enter the Class B airspace
in the vicinity of the airport would then
be required to be in contact with
controllers at the Fort Worth Air Route
Traffic Control Facility (ARTCC).
The establishment of a fully-funded
ATCT follows guidance provided in FAA
Handbook 7031.2C, Airway Planning
Standard Number One - Terminal Air
Navigation Facilities and Air Traffic
Control Services. To be identified as a
possible candidate for inclusion in the
FAA Contract Tower Program and thus
eligible to receive an ATCT, the formula
in Table 3L is applied.
This formula is the starting point for
analysis to determine the need for an
ATCT. If the benefit/cost analysis ratio
(BCA) that results from the formula is
above 1.0, then the airport would be
eligible for consideration under the FAA
Contract Tower Program.
