depicts the existing land uses in the vicinity of the airport. FUTURE LAND USES AND ZONING Exhibit 1G shows the existing zoning in the airport vicinity. Much of the agricultural land which surrounds the airport is zoned as Industrial/Business Park. According to The Mesquite Development Guide - December 2003, large tracts of undeveloped land near the airport, primarily to the east and west, should be reserved for industrial/business park development. The plan recognizes that development may not occur in the short term but the plan supports resisting other development alternatives in order to maintain compatible land uses near the airport over the long term. The Development Guide identifies those areas on both sides of the airport as the Airport Industrial District. This district has been established in order to “achieve compatible land use goals relative to airport development and to take advantage of the potential businesses which benefit from proximity to a general aviation airport.” The Town of Sunnyvale, directly to the north of Scyene Road, has published its official zoning map. The map identifies all parcels along Scyene Road as being zoned for industrial development. Further to the northwest is singlefamily residential zoning, followed by commercial development along U.S. Highway 80. To the northeast the zoning is identified as a flood plain surrounding Long Creek. 1-21 The City of Mesquite is directly responsible for planning and zoning onairport property and within the city limits. By Texas law, the City can also plan the land use for those unincorporated areas that are within five miles of the city boundary. This extraterritorial jurisdiction (ETJ) accounts for approximately 24 square miles to the east and southeast of the airport. This area has not been formally zoned for compatible airport land uses. The Development Guide also identifies improvements to the surface transportation network that would provide regional access to the Airport Industrial District and the airport. The plan proposes the construction of Highway 190 to connect from U.S. Highway 80 to Interstate 20. The four possible alignments are also presented on the exhibit. HEIGHT ZONING Use of the existing properties and planned future uses of land near the Mesquite Metro Airport include height and obstruction considerations. The Mesquite Zoning Ordinance 2943, Phil L. Hudson Municipal Airport Hazard Zoning Ordinance, was established to regulate and restrict the heights of structures and objects of natural growth around the airport to enhance safety of aircraft in flight and objects on the ground. Also, the ordinance considered the potential conflicts an obstruction could pose on existing and future approach minimums at the airport.
