Order states, “The goal of the Runway Safety Area Program is that all RSAs at federally-obligated airports and all RSAs at airports certificated under 14 CFR Part 139 shall conform to the standards contained in Advisory Circular 150/5300-13, Airport Design, to the extent practicable.” Under the Order, each Regional Airports Division of the FAA is obligated to collect and maintain data on the RSA for each runway at federally-obligated airports. Within the last year, the FAA made a notable change in 150/5300-13 AC, Airport Design, pertaining to RSAs. The new AC identifies different RSA measurements for take-off and landing. For ARC C/D-II aircraft, 600 feet of RSA is now required prior to the approach end of the runway, whereas 1,000 feet is still required beyond the far end of the runway. Alternative analysis must consider providing adequate RSA, while also providing for additional runway length. The existing RSA at the airport was designed to conform to B-II design standards. With the transition to C/D- II, the RSA expands from 150 feet wide to 500 feet wide. Portions of the RSA, especially those to the sides and at the north end of the runway, do not meet RSA standards for ARC C/D-II. Much of the area between the runway and the parallel taxiway is currently utilized for drainage. A new drainage plan will need to be developed and implemented in order to assure that the full RSA is cleared and graded and able to support emergency vehicles as well as occasional aircraft diversions from the 4-8 runway. Under the current conditions, the RSA at the south end of the runway is completely on airport property. On the north end, the RSA extends beyond airport property by approximately 320 feet and is obstructed by perimeter fencing and Scyene Road. Object Free Area The runway OFA is defined in FAA Advisory Circular 150/5300-13, Change 8, Airport Design, as an area centered on the runway extending laterally and beyond each runway end, in accordance to the critical aircraft design category utilizing the runway. The OFA must provide clearance of all ground-based objects protruding above the RSA edge elevation, unless the object is fixed by function serving air or ground navigation. For ARC C/D-II design, the OFA is 800 feet wide, extending 1,000 feet beyond each runway end. The OFA at the south end of the runway is completely contained on airport property, while it extends beyond airport property at the north end. The northeast portion of the OFA extends approximately 370 feet beyond the airport property line. The alternatives section will address how to regain adequate OFA. It should be noted that, in some cases, the terrain encompassing the OFA may fall significantly below the RSA elevation. In those cases, objects can be in the OFA as long as they do not rise above the elevation of the RSA at any given lateral position.
