industrial parcels become available, additional aviation-related parcels nearer the terminal area are made available, and maintaining a separation of activity levels is more uniform. This alternative also better situates the airport if the FAA determines that any existing hangar development obstructs approaches to the airport. Disadvantages: The property to the west of Airport Boulevard is currently zoned for industrial/commercial development. A portion of that acreage would change to airport use, thus reducing the total area for industrial/commercial development. This alternative would likely be more expensive in the short term, considering significant property acquisition costs. LANDSIDE SUMMARY All three alternatives propose development which would exceed the demand levels proposed in this plan. Each does, however, give the City a future vision of what the airport could become. This vision is important, as it shifts the focus from haphazard, buildas-you-go development, to a long-term, focused development process. As a result, the City will be capable of providing a first-class airport which maximizes airport property. It appears that all three development alternatives would sufficiently accommodate the long term aviation demand. Actual demand levels will likely dictate facility development. For example, if the airport were required to house a large number of small aircraft, 4-24 the decision to build (or allow private developers to build) T-hangars would be prudent. However, if corporate aircraft are more demanding, executive or conventional hangar development would be necessary. The ultimate plan will provide the City with the means to meet the future needs of these demands in an efficient manner. AIRPORT TRAFFIC CONTROL TOWER SITING ALTERNATIVES The airport traffic control tower (ATCT) is the focal point for controlling flight operations within the airport's designated airspace and all aircraft and vehicle movement on the airport's runways and taxiways. Site selection involves certain mandatory requirements concerning the ultimate planned development of the airport. The following operational and spatial requirements are identified in FAA Order 6480.4, Airport Traffic Control Tower Siting Criteria. Mandatory Siting Requirements • There must be maximum visibility of airport traffic patterns. • There must be a clear, unobstructed, and direct view of the approaches to all runways or landing areas and to all runway and taxiway surfaces.
