<strong>and</strong> confirmed by the State Senate as a member of<br />
the Texas State College Board of Regents; or a student<br />
serving on an official committee, such as a disciplinary<br />
or grievance committee, or assisting another school<br />
official in performing his or her tasks.<br />
A school official has a legitimate educational interest<br />
if the official needs to review an educational record in<br />
order to fulfill his or her professional responsibilities<br />
for Texas State Technical College.<br />
Upon request, the College may also disclose<br />
educational records without student written consent<br />
to the following:<br />
a. parents of an eligible student who claim the<br />
student as a dependent for income tax purposes<br />
(form available in the Office of Admissions <strong>and</strong><br />
Records);<br />
b. in order to comply with a judicial order or a<br />
lawfully issued subpoena;<br />
c. appropriate parties in a health or safety<br />
emergency;<br />
d. an alleged victim of any crime of violence or<br />
non-forcible sex offense; the disclosure may<br />
only include the final results of any institutional<br />
disciplinary proceeding with respect to that<br />
alleged crime or offense, regardless of whether<br />
the institution concluded a violation was<br />
committed;<br />
e. the general public if the institution determines as<br />
a result of disciplinary hearing that the student<br />
committed a crime of violence or non-forcible<br />
sex offense in violation of the institution’s rules<br />
or policy or state or federal law, as authorized by<br />
state law;<br />
f. parents of a student under the age of 21 regarding<br />
a college’s determination that the student violated<br />
federal, state or local law or institutional policy<br />
governing the use or possession of alcohol or a<br />
controlled substance.<br />
4. The right of a student to consent to release of<br />
semester credit hours taken at other institutions to the<br />
Texas Higher Education Coordinating Board.<br />
5. The right of any person to file a complaint with<br />
the Family Education Rights <strong>and</strong> Privacy Act Office,<br />
Department of Education, Family Policy Compliance<br />
Office, 400 Maryl<strong>and</strong> Avenue SW, Washington, DC<br />
20202-4605, if TSTC violates the FERPA.<br />
classification of coursework level, enrollment status,<br />
major field of study, participation in officially recognized<br />
activities <strong>and</strong> sports, weight <strong>and</strong> height of members of<br />
athletic teams, dates of college attendance, photograph<br />
images, degrees, certificates <strong>and</strong> awards received <strong>and</strong><br />
most recent previous educational agency or institution<br />
attended by the student. A currently enrolled student<br />
may prohibit the release of directory information by<br />
completing an appropriate request form in the Enrollment<br />
Center during registration or within the first five class<br />
days of each term. Under the Privacy Act of 1974, official<br />
records are not open to the public <strong>and</strong> will not be divulged<br />
without consent from the student. Minors attending the<br />
College have the same right regarding their records as<br />
adult students. If a student is still a legal dependent of a<br />
parent or guardian, the parent has the right to access the<br />
records of the dependent student provided the parent<br />
can establish this dependency as defined by the Internal<br />
Revenue Code of 1954, section 152. This request must<br />
be made in person at the Office of Admissions & Records<br />
by providing a copy of the most recent federal income tax<br />
return <strong>and</strong> required picture identification.<br />

Use of <strong>Student</strong> Photographs <strong>and</strong><br />
Signatures for Publications<br />
It is the policy of Texas State Technical College to utilize<br />
images or signatures of students for promotion or<br />
advertising purposes after obtaining the student's written<br />
permission to do so. A release form shall be obtained for<br />
each set of student images or signatures retained for use<br />
by the College. The release form shall be maintained in the<br />
student's permanent academic record file. Other copies<br />
may be maintained elsewhere at the College's decision.<br />
Directory Information<br />
Under the Family Education Rights <strong>and</strong> Privacy Act of<br />
1974, the following is designated by TSTC as directory<br />
information <strong>and</strong> may be made public unless the student<br />
desires to withhold all or any portion of it: name, preferred<br />
address, preferred telephone number, email address,<br />
