Annex I (oil mllutionj,<br />

The oil discharge criteria cmtained in the 1969 amedmXs to the<br />

1954 OILPOL Convention (see above) are maintained, kxt the total<br />

amount of oil which can be discharged into the sea is halved for<br />

new tankers to l/30,000 of the cargo. For discharges from<br />

mchinery spaces of all vessels, the shipmustbeunderway,more<br />

than12 miles from land, and theoilcontentmstbeless than100<br />

pFnn (regulation 9).<br />

The definition of oil is broadened to man petroleum in any<br />

fom, including crude oil, fuel oil, sludge, oil refuse ard refined<br />

prakts (other than petrochemicals) (regulation 1).<br />

The discharge of oil is completely forbidden in certain<br />

%pecialareas~t* where the t!keixto themarineenvirormmt is<br />

especially great. These include tie Mediterranean Sea, the Black<br />

Sea, the Baltic Sea, the Red Sea and the "Gulf Area" (regulation<br />

10).<br />

Parties to the Ccnventicn mst ensure that adequate facilities<br />

are provided fcr tk.e recepcicn of residues and oily mixtures at oil<br />

loading tenximls, repair FEZ, 2~. (regulations 10 ard 12).<br />

An International Oil Pollution Prevention certificate must be<br />

issued to tankers cf 150 grcss iz3~5 and above and other ships of<br />

400 gross tons and &me, after survey (regulation 5). Its<br />

duration shall not exceed five years (regulation 8).<br />

Oil tankers mst be so ccns~~cced and quipped as to be able<br />

to operate the load on tcp system and to retain oily residues on<br />

kcard until tiey can be dischaqed into shore reception<br />

facilities. This ixcludes slcp rznks, oil/water interface<br />

detectcrs, oil disc%rge mnizr_r7 and control systems, ard<br />

suitable pumping and pipirq zrrangements (regulation 15).<br />
