It was the opinion of the WG that CC at their annual meetings<br />

should decide upon further details to be exercised in<br />

the comming year exercise but not changing the main aim as<br />

proposed above (Major Group II). Whether it should be real<br />

time exercises and/or transfrontier pollution exercises<br />

(Major Group 11 should also be decided upon by the CC Meeting.<br />

"TO develop guidelines for the unbiased evaluation of the<br />

exercises".<br />

To achieve most benefit of the BALEX DELTA Exercises the WG<br />

proposed that each exercise shall be evaluated of a team of<br />

2-4 experts of which maximum 1 expert must be from the Lead<br />

Country.<br />

Based on their findings the evaluation team shall give an<br />

oral presentation of their conclusions immediately after the<br />

exercise (at the debriefing) and a written report should be<br />

submitted to the next CC Meeting.<br />

The evaluation team decide between themselves, their individual<br />

tasks and geographical location in the exercise.<br />

The CC Meeting appoint the evaluation team for the coming<br />

years exercise. This appointment is based on Curriculum<br />

Vitae from potential Evaluation team members submitted in<br />

beforehand by the Contracting Parties to the Secretariat.<br />

The Lead Country for a BALEX DELTA exercise submit in due<br />

time exercise details to the evaluation team for comments.<br />

"To invent and consider the possibilities of combined exercises<br />

for example involving both HELCOM units (strike teams)<br />

and different national organizations ashore".<br />

This item has been dealt with under para 2.3.<br />

"To evaluate and propose a system of standards for symbols,<br />

abbreviations and reporting based on the HELCOM Manual".<br />

It was not clear to the WG the real need for and use of<br />

such symbols. It was therefore decided to request next CC<br />

Meeting to clarify this point. H-wever, an example on symbols<br />

is attached as Annex IV for further consideration by<br />

the next CC Meeting.<br />

It was the opinion of the WG that the Manual Volume I,<br />

Chapter 1 "Glossary of Terms used in the Manual" if CC<br />
