1. Introduction<br />

On the 32th session of the Marine Environment Protection<br />

Committee the Netherlands have taken the initiative to produce<br />

a Comprehensive Manual on the Provision of Port Reception<br />

Facilities. For this we had the following reasons:<br />

1 Worldwide there is a lack of adequate reception<br />

facilities for ship generated waste. At the same<br />

time the shipping industry is faced with ever stricter<br />

discharge regulations. This means that for the<br />

shipping industry the situation gets worse every<br />

day.<br />

2 The existing IMO-guidelines on reception facilities<br />

have become outdated. Since the introduction of<br />

MARPOL much experience in the field of reception and<br />

processing waste from ships has been gained.<br />

3 In the Netherlands we have learned a lot of the<br />

mistakes that were made during the implementation of<br />

reception facilities. Other Member States can gain<br />

profit from our experience.<br />

Fortunately the MEPC took over our initiative, and a working<br />

group was established to write the Manual. Since I am the<br />

chairman of the working group, I have the honour to provide<br />

you with some more information on what this manual is all<br />

about. The manual will be published in 1994 by the International<br />

Maritime Organization. Being a Dutchman, I see here some<br />

opportunities for commercial acitivities, so I strongly advise<br />

you to buy the Manual. It is regrettable however, that the<br />

profit will go to the IMO and not to us.<br />

2. The structure of the Manual<br />

The Manual is concentrated on the process of receiving, storing,<br />

treating and final disposal of waste from ships. It is<br />

dealing with oily waste (MARPOL Annex I), residues of noxious<br />

liquid substances transported in bulk (MARPOL Annex II) and<br />

garbage (MARPOL Annex V). Annex IV of MARPOL is not dealt with<br />

because this Annex is not yet in force.<br />

Within the framework of the process described above, four main<br />

aspects are dealt with. These aspects are:<br />

1 The development of a waste management strategy<br />

2 Legal aspects<br />

3 Planning aspects<br />

4 Operation of reception facilities<br />

In this lecture I also will pay attention to the financing and<br />
