At the third meeting of the Helsinki Commission in February 1982 it was decided that a<br />

manual on co-operation in combatting spillages of oil and other harmful substances on the<br />

sea should be worked out within the Helsinki Convention context and that such a manual<br />

should contain a series of detailed guidelines for reporting, management, rendering of<br />

assistance, etc. in joint combatting operations.<br />

The manual, Volume 1 (containing guidelines for co-operation) and Volume 2, (containing<br />

national information on organization, special regulations, combatting resources and<br />

procedures relating to request for salvage, docking and tugboat assistance) was adopted by<br />

the Helsinki Commission at its fourth meeting in February 1983 according to HELCOM<br />

Recommendation 4/4. Volumes 1 and 2 have primarily been worked out relating to cooperation<br />

in combatting spillages of oil.<br />

VoIume 3 RESPONSE TO INCIDENTS INVOLVING CHEMICALS (containing<br />

information on transportation of chemicals and related risks in the Baltic Sea Area, as well<br />

as suitable combatting methods) was adopted in accordance with HELCOM Recommendation<br />

4/4 by the Combatting Committee at its 13th meeting in <strong>No</strong>vember 1989.<br />

The updating of the guidelines, etc. in the Manual is the responsibility of the Helsinki<br />

Commission Secretariat according to information received from the Contracting Parties and<br />

instructions given by the relevant body of the Helsinki Commission.<br />

It should be noted that the guidelines contained in the manual are valid on the<br />

conditions that they are not in conkadiction to national legislation or other national<br />

regulations of the Contracting Parties.<br />
